Ich glaube die Motivation hinter der langfristiger Finanzierung ist in erster Linie, dass die Verkehrgesselschaften und die Kommunen überhaupt eine Möglichkeit bekommen ihre Finanzen und den Bedarf sinnvoll zu planen.
