Only certain vehicles, such as emergency vehicles, buses, taxis, and people with reduced mobility and motorists residing or working in the area, will be allowed to drive through the ZTL.

It's a common practice in a lot of cities in Europe and the result is that you rarely ever see a car in those areas. We call those pedestrian streets and people treat the whole street as a giant sidewalk.

Pedestrian streets don't allow personal cars or taxis or buses at all. Only work cars

In my hometown we still call them pedestrian streets even though local residents are still allowed to drive in and out. As I said, it rarely happens anyway.
