In a statement on X, the ministry said “the failure” of the Antonio Guiteras Power Plant caused “the total disconnection of the National Electrical System” from 11 a.m. ET on Friday.

Also, the official account of Cuba likely isn't paying any money to maintain their account, so additionally may be some loophole like "so it doesn't count as a commercial transaction".
