I think it primarily comes from American cartoon culture. Little mermaid had it in 1989 but I know ive seen it in others. Probably even Looney tunes

Jesus Christ, it comes from cartoons dude. That's not something you were taught maliciously it's just a sound somebody thought was funny 40 years ago. Not everything is a conspiracy against you.
