You'd think purely from economic forces they wouldn't pass a law that anti-gay.

Like they would see that this would cause a decrease in investment, for a country that is already pretty poor, and decide to not do it.

It's not like being anti-gay has to be codified in law for a country to be extremely anti-gay.

A lot of the anti-gay laws are largely put in place by American evangelical congregations. It may hurt the country economically, but it strongly benefits the politicians that pass those laws.
