No, this is just the "offer" on file. The dealership is giving them the paper to say, "Yes, you are approved at these terms." No money has exchanged hands yet.

It's not signed yet, so they haven't paid for anything. The sales consultant believes they're actually paying in 'cash' (which for these purposes could mean certified funds or a non-CarMax lender) and gave them the bill of sale to show them the amount needed.
