Land just outside its borders? So... In another jurisdiction? How does one jurisdiction have authority over zoning somewhere else?
Annexation. Cities do it all the time.
But then it would be inside of their borders.
Only after they annex it. There is a whole lot of bureaucracy involved before they can do it. One of those things is usually clearly defined purpose.
...extraterritorial jurisdiction is a thing for incorporated municipalities in most states...
