First of all, congresspeople are legislators, not HR. Employee contracts are simply not part of their job, nor should it be.

Second, and more importantly, "union pressure" is by far the best and most effective way for workers to be treated fairly, so I'd say that it's the other way around: any congressperson who DOESN'T support their staffers unionizing needs to be replaced by one who does.
