This is a terrible bill. It would mean that every citizen would need their birth certificate or passport to vote. It would be election workers could be bankrupted in civil court. It is illegal under current law for anyone thatis not a citizen to vote.
This would disenfranchise many eligible voters.
With the bill, a driver license and a state issued id also work. I have no idea where you got that only birth certificate or passport will work
A driver's license or state issued ID does not prove citizenship. They are issued to green card holders and other people who are not US citizens. These are the types of documents necessary to prove citizenship to get a passport.
