Ukraine has formally submitted its ceasefire terms to Russia, Ukrainian Defense Minister Rustem Umerov has announced.

Russia and Ukraine held their first direct talks in three years in Istanbul on May 16, agreeing that each side would draft a document outlining its vision for a ceasefire.

“I handed over our document to the head of the Russian delegation, which reflects the Ukrainian position. They received this document,” Umerov, who led the Ukrainian delegation in Istanbul, wrote on X on Wednesday.

“We are not opposed to further meetings with the Russians and are awaiting their ‘memorandum,’ so that the next meeting won’t be empty and can truly move us closer to ending the war,” the minister added.

Umerov reiterated that Kiev is ready for an unconditional ceasefire. He added that Ukraine has not yet received Russia’s memorandum and accused Moscow of trying to delay the negotiations.

Russia’s top negotiator, Vladimir Medinsky, has denied that Moscow is stalling the peace process. Writing on Telegram, he said he had called Umerov on Wednesday and proposed “a date and location for the exchange of memorandums.”

“We are ready to begin substantive discussions on a framework agreement for a potential ceasefire,” he stated.

Israel has dismissed a report in the New York Times claiming that Prime Minister Benjamin Netanyahu has threatened to disrupt nuclear talks between Washington and Tehran by attacking Iran’s nuclear facilities, calling it “fake news.”

The article, published on Wednesday, cited unnamed officials who said Israeli leaders fear that US President Donald Trump might permit Iran to retain its nuclear enrichment capabilities – which Israel strongly opposes. The report also suggests that US intelligence believes Israel could launch a strike on Iran with as little as seven hours’ notice, even if a diplomatic agreement is reached.

Netanyahu’s office responded to the article with a brief statement: “Fake news.”

According to the article, Israeli officials, including Minister of Strategic Affairs Ron Dermer and Mossad head David Barnea, met with US Special Envoy to the Middle East Steve Witkoff and CIA Director John Ratcliffe, among other officials, to express concerns over the negotiations.

The ongoing US-Iran talks aim to prevent Iran from acquiring nuclear weapons, while lifting the sanctions Trump imposed in 2018, which he claims left Iran’s economy on the brink of collapse. A major sticking point is Washington’s demand for Iran to abandon its enrichment facilities, which Tehran refuses to do. The US and its allies have expressed concern about Iran’s enrichment activities, which they fear could provide the country with a head start to quickly produce weapons-grade uranium.

On Monday, US Secretary of Homeland Security Kristi Noem spoke to Netanyahu about the need for unity and patience in the negotiation process, saying Trump asked her to convey “how important it is that we stay united and let this process play out.”

Israel is not a participant in the negotiations between the US and Iran. Despite the belligerent rhetoric, the US and Iran have held several rounds of talks in Oman which both sides have described as constructive. Witkoff noted, however, that while Washington seeks a diplomatic solution, it has a “very, very clear red line” of not “even 1% of an enrichment capability.”

In an interview on “The Tucker Carlson Show” podcast, the far-right host asked former U.S. Navy SEAL Shawn Ryan how he thinks the Trump administration is doing so far.

Ryan, who hosts his own popular podcast, started by praising President Trump for his work rolling back diversity, equity and inclusion (DEI) initiatives and some of the efforts at the Department of Government Efficiency (DOGE) — though he said he thinks it might have gone too far.

But Ryan said he thinks the administration needs “a lot of work” and that he is “losing hope,” pointing to the appearance of impropriety stemming from the Trump Organization’s dealings in the Middle East.

“F‑‑‑ it, I’m going to get blasted for this, but, you know, I mean, I see all these negotiations going on in the Middle East and then — I don’t know when these buildings were approved or when these deals got done — but then I also see, like, oh, there’s a brand new hotel going up in Dubai or Abu Dhabi, and another one going up in Doha, I think,” Ryan said.

“And I’m like, did these just get done — also with the deals which just happened over there — or was this earlier?” he continued.

Trump’s family business ventures include a new deal to build a luxury golf resort in Qatar in partnership with Qatari Diar, a real estate company backed by the country’s sovereign wealth fund. The Trump family company is also leasing its brand to two new real estate projects in Riyadh, Saudi Arabia, and is set to build a Trump Tower in Jeddah, Saudi Arabia, as well as an upcoming Trump International Hotel and luxury golf development in Oman.

Meanwhile, the president just traveled to Saudi Arabia, Qatar and the United Arab Emirates (UAE), where he announced a series of significant economic and defense deals with the countries, including lifting previous export restrictions on artificial intelligence (AI) chip sales to the region. Trump also announced a new deal with the UAE to build the largest AI data center outside the U.S. in Abu Dhabi.

President Trump stepped back from his demands for an immediate 30-day ceasefire between Russia and Ukraine following calls with Vladimir Putin and Volodymyr Zelensky on Monday, instead suggesting Moscow and Kyiv should start negotiations over what broader peace talks might look like.

The president’s rhetoric since the calls indicates a shift that will be welcomed in the Kremlin, which has expressed an openness to peace talks but set maximalist terms that are impossible for Zelensky or his European partners to swallow.

“I think the Trump administration has overestimated Russia’s desire for a deal. In fact, Russia thinks it can still win the war on the battlefield, which is why it has not offered meaningful concessions,” he said in an email.

“Unless the Trump administration takes steps to weaken Russia’s military prospects, the Kremlin will keep betting on the battlefield as the best way to achieve its goal of controlling Ukraine over the long run.”
