MEXICO CITY (AP) — Mexico’s Supreme Court threw out all federal criminal penalties for abortion Wednesday, ruling that national laws prohibiting the procedure are unconstitutional and violate women’s rights in a sweeping decision that extended Latin American’s trend of widening abortion access.

The high court ordered that abortion be removed from the federal penal code. The ruling will require the federal public health service and all federal health institutions to offer abortion to anyone who requests it. “No woman or pregnant person, nor any health worker, will be able to be punished for abortion,” the Information Group for Chosen Reproduction, known by its Spanish initials GIRE, said in a statement.

Some 20 Mexican states, however, still criminalize abortion. While judges in those states will have to abide by the court’s decision, further legal work will be required to remove all penalties. Celebration of the ruling soon spilled out onto social media.

“Today is a day of victory and justice for Mexican women!” Mexico’s National Institute for Women wrote in a message on the social media platform X, formerly known as Twitter. The government organization called the decision a “big step” toward gender equality.

Sen. Olga Sánchez Cordero, a former Supreme Court justice, applauded the ruling, saying on X that it represented an advance toward “a more just society in which the rights of all are respected.” She called on Mexico’s Congress to pass legislation in response.

Abortion-rights activists will have to continue seeking legalization state by state, though Wednesday’s decision should make that easier. State legislatures can also act on their own to erase abortion penalties.

For now, the ruling does not mean that every Mexican women will be able to access the procedure immediately, explained Fernanda Díaz de León, sub-director and legal expert for women’s rights group IPAS.

What it does do — in theory — is obligate federal agencies to provide the care to patients. That’s likely to have a cascade of effects.

Díaz de León said removing the federal ban takes away another excuse used by care providers to deny abortions in states where the procedure is no longer a crime.

It also allows women with formal employment who are part of the social security system and government employees to seek the procedure in federal institutions in states where the abortion is still criminalized, she said...

The Cuban foreign ministry says it has uncovered a human trafficking ring aimed at recruiting Cubans to fight for Russia in its war in Ukraine.

Cuba says it has no part in war in Ukraine and would ‘act vigorously’ against those trafficking Cubans as fighters.

Cuba has uncovered a human trafficking ring that has coerced Cuban citizens to fight for Russia in the war in Ukraine, its foreign ministry said, adding that Cuba’s authorities were working to “neutralize and dismantle” the network.

The statement on Monday from Cuba’s foreign ministry gave few details but noted the trafficking ring was operating both in the Caribbean island nation and within Russia.

“The Ministry of the Interior detected and is working on the neutralization and dismantling of a human trafficking network that operates from Russia to incorporate Cuban citizens living there, and even some from Cuba, into the military forces participating in war operations in Ukraine,” the ministry said in the statement.

“Cuba has a firm and clear historical position against mercenarism and plays an active role in the United Nations in repudiation of this practice,” the ministry said, according to an unofficial translation.

“Cuba is not part of the war in Ukraine. It is acting and will act vigorously against whoever, from the national territory, participates in any form of human trafficking for the purposes of recruitment of mercenarism so that Cuban citizens use weapons against any country.”

The Russian government has not commented on the allegations.

In late May, a Russian newspaper in Ryazan city reported that several Cuban citizens had signed contracts with Russia’s armed forces and had been shipped to Ukraine in return for Russian citizenship.

It was not immediately clear if the Cuban foreign ministry statement was associated with the Ryazan report.

Russia last year announced a plan to boost the size of its armed forces by more than 30 percent to 1.5 million combat personnel, a lofty goal made harder by Russia’s heavy but undisclosed casualties in the war in Ukraine.

Cuba also said in the statement that it had already begun prosecuting cases in which its citizens had been coerced into fighting in Ukraine.

“Attempts of this nature have been neutralized and criminal proceedings have been initiated against people involved in these activities,” according to the statement.

Al Jazeera reported last year that the Russian government, through the Wagner mercenary force, had recruited Syrians to fight alongside Russian troops in Ukraine. Thousands across war-torn Syria had reportedly expressed an interest in signing up.

In June, it was reported that an Iraqi citizen was killed fighting with Russia’s Wagner mercenary force in Ukraine.

The deceased, Abbas Abuthar Witwit, was recruited from a prison in Russia with the promise that his sentence would be commuted following his service in Ukraine.

According to court papers seen by the Reuters news agency at the time, Witwit had been sentenced to four-and-a-half years in prison on drug charges in July 2021 by a court in the Russian city of Kazan.

Witwit was a first-year student at a technical university in Russia at the time of his conviction.

In order to move ships through the Panama Canal, water is needed to fill the locks. The water comes from freshwater lakes, which are replenished by rainfall. This rainfall hasn't been coming, and Lake Gatun, the largest one, is at near record low levels.

Hundreds of ships are now in a maritime traffic jam, unable to cross the canal quickly. Panama is attempting to conserve water and have reduced the number of transits by 20% per day, among other measures. The Canal's adminstrators have warned that these drought conditions will remain for at least 10 months.

It is unlikely that global supply chains will be catastrophically affected, at least this year. Costs may increase for consumers in the coming months, especially for Christmas, but by and large goods will continue to flow, around South America if need be. Nonetheless, projecting trends over the coming years and decades, you can imagine how this is yet another nudge by climate change towards dramatic economic, environmental, and political impacts on the world at large. It also might prompt discussions inside various governments about nearshoring, and the general vulnerability of global supply chains - especially as the United States tries, bafflingly, to go to war with China.
