Authorities recommend the use of masks for those with symptoms and reducing contact with vulnerable individuals.

On Monday, the Peruvian Health Ministry reported that two children in Lima had been confirmed as the first cases of influenza A H3N2 subclade K, which activated national surveillance and monitoring protocols.

California Health Authorities Confirm H5N1 Avian Influenza in Raw Milk Sample

A day after the declaration of a national epidemiological alert, Deputy Health Minister Leonardo Rojas confirmed that both cases involve children residing in the capital, home to a third of the population.

One of the influenza cases is a one-year-old child treated at the Villa El Salvador Emergency Hospital, and the other one is an eight-year-old child hospitalized at the Hipolito Unanue Hospital. Rojas stated that both patients were discharged without complications.

Cesar Munayco, the director of the National Center for Epidemiology, Prevention, and Disease Control (CDC Peru), explained that subclade K originated in the United States and Australia, and spread to 32 countries.

The influenza subclade K is a highly transmissible viral respiratory illness that provokes symptoms such as high fever, cough, severe body aches. It also poses a serious risk for older adults, pregnant women, young children, and people with chronic illnesses.

Nasty flu A season coming: H1N1 is a nasty virus but H3N2 has a new emerging subclade (K) that evades antibody based vaccine immunity. Your T cell immunity will help keep you out of the hospital. — SharonBC,Canada (@SharonBurnabyBC) November 28, 2025

Although Munayco indicated that the risk of an epidemic is low because Peru is entering summer, he urged the reinforcement of the vaccination campaign for children under five and the elderly.

Health authorities recommended handwashing, ventilation in homes, mask use for those with symptoms, and reducing contact with vulnerable individuals as preventive measures against respiratory infections.

National measures in Peru include epidemiological surveillance, laboratory testing, immunizations, and health promotion, which ensure a timely response to potential respiratory outbreaks in the country.

The Pan American Health Organization (PAHO) called for strengthened vaccination in the Americas and emphasized that the genetic evolution of subclade K is part of natural viral variation. PAHO remarked on the importance of early diagnosis and the reporting of unusual respiratory events.

This article by Jim Cason and David Brooks originally appeared in the December 16, 2025 edition of La Jornada, Mexico’s premier left wing daily newspaper.

Washington and New York. US President Donald Trump yesterday designated fentanyl as a “weapon of mass destruction” and revived a military decoration – originally created to recognize US service members who fought against Pancho Villa’s forces – to award it now to troops “defending” the border with Mexico from drug traffickers and immigrants.

In a ceremony and press conference at the White House, criticized as a strategy designed to distract public attention from the president’s plummeting approval ratings and his failure to deliver on his promise to lower consumer prices and make the cost of living more affordable, the commander-in-chief signed an executive order declaring the opioid fentanyl a “weapon of mass destruction.”

He stated that “no bomb causes the damage this is doing: between 200,000 and 300,000 people die each year, as far as we know.” However, official figures on overdose deaths from the aforementioned drug, issued by the Centers for Disease Control and Prevention, are between 70,000 and 80,000 annually.

The executive order signed by Trump states that “the potential for fentanyl to be weaponized for large-scale, concentrated terror attacks by organized adversaries is a serious threat to the United States.” Although Mexico is not mentioned by name in the document, it does identify “two cartels that are predominantly responsible for the distribution of the substance in the United States.”

During the ceremony for the signing of the order, which was attended by the Chief of Staff, the Secretary of War, the Attorney General, the head of Northern Command, the administrator of the Drug Enforcement Administration (DEA) and the border czar, the president declared that “our entire southwest border on the Mexican side is under the physical control of the cartels, which are among the most violent entities.”

After claiming that his administration has succeeded in ending shipments of illicit drugs to the United States by sea, Trump repeated his threat to begin attacking drug traffickers “on land” in other countries (although in this context he did not mention Mexico by name).

“These are a direct military threat to the United States. They are trying to drug our country,” the president stated. “There is no doubt that our adversaries are trafficking fentanyl into our territory in part because they want to kill Americans.”

Anti-Mexico medal

Reviving Memories of the Centaur of the North

Next came the presentation of what is called the Mexican Border Defense Medal. Secretary of War Pete Hegseth explained: “We are reviving an old medal. Our men and women will be wearing the same medal that Americans wore 100 years ago, who were called upon to defend our country’s sovereignty.”

The Mexican Border Defense Medal is an exact replica of the original that was designated by Congress in 1918 for U.S. military troops who fought against Pancho Villa’s “paramilitary forces” during the Mexican Revolution in 1916 and 1917, the War Department proudly reported (with some details resulting from an investigation by La Jornada).

Hegseth and other military officials proceeded to award the Mexican Border Defense Medal to 13 members of the armed forces selected as the first recipients of the honor. “They all represent some 2,000 people who have served in the border region so far. So, some 25,000 Americans qualify for this medal that we are announcing today,” he concluded.

But these decorated military personnel were more of a photographic backdrop for the commander-in-chief; after receiving their medals, Trump asked the service members to stand around the presidential desk for a photograph.

Cascade of Praise

As is customary, each of the speakers, from the Secretary of War on down, began their remarks by thanking their boss and praising his accomplishments. “It is always an honor for me to be in the Oval Office with the greatest president I have ever lived to be with,” declared Border Czar Tom Homan.

He also acknowledged the White House deputy chief of staff and principal architect of Washington’s anti-immigrant strategy. “Steve Miller is one of the most brilliant people I have met in my career.”

The President made the purpose of this ceremony clear. “People are forgetting now that the border has been secure for seven months. They don’t mention it anymore. Nobody talks about the border area,” he said in comments that were somewhere between self-praise and complaint.

“They talk about affordability,” and in response to this and against the available official evidence, he insisted that his government is succeeding in reducing prices and that, in any case, inflation and the costs that continue to rise are consequences of the previous president, Joe Biden, and his Democrats.

In a statement about the event, the White House said that on the border with Mexico the Trump administration “has restored order, deterred illegal entry, and protected American communities from the threats posed by uncontrolled immigration, transnational crime and fentanyl trafficking.”

But apparently they have not yet managed to capture Villa.

A statement from the Carabinieri indicates that the operation was led by the Provincial Command of that force in the northern city of Genoa, and included raids in the provinces of Naples, Caserta, Benevento, Avellino, Palermo, Brescia, Pavia, and Cosenza, in coordination with the authorities of those territories.

The pretrial detention orders were issued by the Naples Court of Instruction, at the request of the Public Prosecutor’s Office of that city, on charges of criminal association to defraud the elderly, receiving stolen goods, and money laundering.

The suspects were charged with a total of 33 aggravated frauds in the pretrial detention order, 27 of which were completed and six attempted, committed between May 2024 and January 2025, with illicit profits well exceeding 300,000 euros, the report states.

The investigation revealed that the scams were carried out using “telephone operators,” responsible for contacting the victims, as well as “transfer agents,” responsible for collecting the money and jewelry from the victims, and “couriers,” who transported the proceeds of the crimes to Naples.

The organization noted that adverse weather conditions are exacerbating the crisis in the territory and endangering displaced people living in the open and refugees among the ruins.

This week, the Office for the Coordination of Humanitarian Affairs (OCHA) warned that people are dying from the cold and that assistance is being delayed because priority is being given to commercial goods as winter storms intensify.

According to the UN, an estimated 1.3 million people need aid and shelter, but humanitarian workers cannot meet the needs of Gazans, which are growing daily while the entry of supplies remains severely limited.

Tents, shelter materials, and other basic supplies remain blocked by Israel, despite having waited months to enter and potentially protecting hundreds of thousands of affected people, the multilateral agency indicated.

OCHA spokesperson Olga Cherevko explained that at entry points, humanitarian aid is often prioritized over commercial goods, causing long waits.

This is compounded by irregular crossing schedules, delays in loading and unloading, and restrictions on certain items considered “blocked.”

Furthermore, administrative requirements imposed on non-governmental organizations prevent some aid from even leaving warehouses, she added.

Cherevko warned that the risks of hypothermia are very high, especially for infants, and lamented the inability to deploy the full response capacity of aid teams on the ground.

Cuban Tourism Counselor for Spain and Portugal, Niurka Perez Denis, announced this remark to Prensa Latina and added that another international sports icon, Cuban multi-champion and world high jump record holder, Javier Sotomayor, will also be participating.

“It will be an honor to have Mijain and Sotomayor at our stand, along with Isaac Delgado and his orchestra, who will contribute to the interest for Cuba at the most important Ibero-American tourism fair,” Perez Denis commented.

Lopez achieved a brilliant culmination to his career in Paris in 2024, where he was chosen, among an exclusive group of athletes, responsible for the symbolic extinguishing of the flame at the closing ceremony.

“They will be ambassadors of our culture, sports, and of course, representatives of different Cuban regions in the effort to provide updated information on the product portfolio for the 2025-2026 winter and summer seasons,” the Tourism counselor told Prensa Latina.

The fair will be opened on January 21 with a ribbon-cutting ceremony by Cuban Tourism Minister Juan Carlos Garcia Granda, flanked by Mijain and Sotomayor.

In his weekly address, President Cyril Ramaphosa warned that, despite democratic progress, nearly half of the country’s children live in poverty and face abuse, neglect, and health problems.

The National Strategy to Accelerate Action for Children (NSAAC) will be implemented through the fifth National Action Plan (2025-2030) and seeks to mobilize all sectors of society.

“The best way to ensure the future of our country is to invest in the health and well-being of its children,” the president stated. Although child poverty decreased from 69% in 2006 to 49% in 2023, children remain the most affected population group, with the highest rate compared to any other age group, the president added.

The new strategy identifies ten national priorities aligned with key developmental stages, focusing especially on adolescents and children with disabilities.

In his letter, Ramaphosa emphasized maternal and child malnutrition as a critical problem that undermines health, education, and long-term life prospects.

“We must break this domino effect,” he insisted.

The rebels, who seized the city on December 10 amid international condemnation for violating the peace agreements, presented the decision as a confidence-building measure intended to support the Doha peace process, according to a statement.

“Given these events, and despite the persistent provocations and abuses by the DRC Armed Forces and their allies, the AFC/M23 has decided to initiate a unilateral confidence-building measure to give the Doha peace process every chance of success,” the statement said.

They added that the unilateral withdrawal from the city, which had served as the interim capital of South Kivu since last February, was in response to a request for US mediation.

On his social media account, AFC/M23 spokesman Lawrence Kanyuka posted several videos of Uvira residents in the streets, demonstrating peacefully, presumably in support of the rebels.

The insurgents’ statement indicated that the withdrawal is conditional on security guarantees and urged the peace process guarantors to commit to the demilitarization of the city, the protection of the civilian population and infrastructure, and the monitoring of the ceasefire through the deployment of a neutral force.

They also warned that they would not allow this situation to be exploited to retake territory or attack populations sympathetic to the AFC/M23, nor would they allow armed groups hostile to Burundi or other countries to use the “liberated zones” as a rear base for actions that would damage good neighborly relations.

According to SANA reports, an Israeli unit of three vehicles advanced towards the village of Bariqa and patrolled a section of the road connecting this town with Koudna in the south of the province.

The same source stated that similar assaults were carried out by Israeli forces in various areas north and south of Quneitra, where they set up temporary checkpoints, searched passers-by and obstructed movement.

The Syrian authorities denounce that these actions constitute violations of the 1974 Disengagement Agreement and are part of what they describe as Israel’s aggressive policies in the governorates of Quneitra and Deraa.

Damascus reiterated its demand that Israel withdraw from the occupied territories and called on the international community to assume its responsibilities to put an end to these illegal practices.

A report published on the website of the specialized publication Analisi Difesa, based on data provided by the cybersecurity company Telsy, indicates that a new phishing campaign has been detected, aimed at stealing confidential information, which uses fake Italian government websites for its purposes.

In this type of cyberattack, where criminals impersonate trusted entities to deceive the victim, the name and logo of the Presidency of the Council of Ministers are being used to steal banking data, the statement indicates.

The process begins with an email, subject line “Bank Details Verification – Italian Government,” requesting the recipient to update their administrative information. The email then redirects them to a portal displaying institutional graphics, where, after selecting their bank, they are required to enter their code and password.

Another operation was also detected using the name and logo of the Italian Tax Agency (ADE), also aimed at extracting personal and banking data.

The most recent report from the Italian Association for Cybersecurity (Clusit) indicates that one in ten cyber incidents worldwide occurs in Italy, with a 110% increase in such attacks between 2019 and 2024.

This serious situation is confirmed in the “State of Cybersecurity” report for the first half of 2025, prepared by Certego, which specifies that the industrial sector is the most affected, with 2,897 incidents in the first six months of this year, representing a 20% year-on-year increase.

The Dresden plant will become an innovation center as automaker cuts German output and jobs.

On Tuesday, Volkswagen will shut down automobile production at the Gläserne Manufaktur, a factory located in Dresden, in eastern Germany, which produced 165,508 vehicles over its 24 years of operation.

The last vehicle to roll off the plant’s assembly line will be a red electric ID.3 GTX, signed by all employees. The car will remain in the building and will be on display during guided tours.

Volkswagen is ending vehicle production at the facility as part of a plan to reduce production capacity in Germany by more than 730,000 vehicles per year through 2028, a move that will result in the elimination of 35,000 jobs in Germany by 2030.

The automaker will convert the Gläserne Manufaktur into an innovation center focused on key technological areas such as artificial intelligence, robotics, microelectronics and chip design.

Volkswagen will become a research partner of the Technical University of Dresden, which will have access to half of the factory’s floor space. The company and the university will invest more than 50 million euros over the next seven years in research, technological development and new endowed academic chairs.

At the beginning of next year, 230 people will work at the facility, but that number will decline in the following years as older employees gradually leave the workforce. The plant currently employs 250 people. At the beginning of 2024, the workforce stood at 300.

Volkswagen will offer some employees whose jobs are being eliminated positions at its plants in Zwickau and Chemnitz, also in Saxony, early retirement options or severance agreements. Employees at the Gläserne Manufaktur will also be able to transfer to the company’s headquarters in Wolfsburg.

In a message posted on her X profile, Castro informed that, based on verified intelligence, former President Juan Orlando Hernandez, pardoned by US President Donald Trump, is planning to enter the country to proclaim the winner of the elections.

The president alluded to the recent pardon granted by Trump to Hernandez, former leader of the right-wing Partido Nacional (National Party-PN), who was sentenced in 2024 by a US court to 45 years in prison for drug trafficking.

This pardon is part of Trump’s interventionist plan in the November 30 general elections in Honduras, in which he also openly supported PN’s presidential candidate Nasry Asfura.

Additionally, Castro denounced that “an aggression is underway aimed at breaking the constitutional and democratic order, through a coup” against her administration, which is scheduled to complete her four-year term on January 27.

“Given this grave situation, I urgently request the conscious and peaceful support of the Honduran people,” the first female president in the history of this nation underscored.

Technicians have identified seven cases of the respiratory virus, known as subclade K, all with mild symptoms and without requiring hospitalization, added the Costa Rican Institute for Research and Teaching in Nutrition and Health, part of the Ministry.

The new type of influenza was detected in the country on October 14, during an analysis of samples taken between September and November, the source added.

The disease, which this year began circulating earlier than usual, with a sustained increase since August, according to the World Health Organization, has not yet led to an increase in the severity of illness, hospitalizations, or deaths.

Local authorities clarified that influenza seasons tend to affect older adults more severely.

The report will be presented at ECLAC headquarters in Chile by the executive secretary of the United Nations agency, Jose Manuel Salazar-Xirinachs.

Last October, ECLAC estimated GDP growth of 2.4% and 2.3% for this year and next, respectively, forecasts that will be reviewed in light of global uncertainty and weak domestic economic activity.

The commission’s successive projections reflect changes in international trade scenarios due to the contradictory tariff announcements made by the United States since April.

This edition of the report analyzes the economic and social dynamics of the past year and discusses the risks and challenges for 2026, with the aim of advancing towards inclusive and sustainable development, according to a statement from ECLAC.

In its periodic analyses, the United Nations agency has insisted that the region is mired in three major development traps: low growth capacity, high inequality, and poor institutional performance.

In a press release, the Ministry of Agriculture and Rural Development specified that the initiative, present in all 32 states of the country, served a total of 3.54 million hectares of strategic crops.

In 2025, the Ministry distributed 442,500 tons of DAP and 601,500 tons of urea, representing a 5.9 percent increase compared to the previous year, resulting from the opening of application windows for new beneficiaries.

The program’s vision, according to the institution, is based on principles of equality and social justice, with progress in reducing historical inequalities through support for more than 833,700 female farmers and 860,900 Indigenous people (493,200 men and 367,700 women).

The support provided focused on key crops for national food security, including corn, beans, coffee, and sugarcane.

“The direct and timely delivery of these inputs has been fundamental in boosting the production of staple grains and consolidating the path toward food self-sufficiency,” the Ministry of Agriculture emphasized, highlighting that the project translates into better conditions for thousands of families in rural areas.

For Marcela Arellano, president of the Ecuadorian Confederation of Free Trade Union Organizations (Ceosl), the increase in minimum income to $482 per month is insufficient given the cost of living.

Arellano noted that the basic family food basket costs $821 and the essential needs basket costs $576, according to data from the National Institute of Statistics and Censuses (INEC).

“We are concerned that a consensus was reached on a downward adjustment. This shows that the Council of Labor and Wages is not representative and that those who sit on it do not understand the reality of those who earn the basic salary,” the union leader stated.

From the government, Labor Minister Harold Burbano has maintained that an Ecuadorian household earns an average of 1.6 times the basic salary and that, therefore, it is incorrect to compare the Unified Basic Salary (SBU) with the cost of a basic food basket.

Arellano questioned this argument and asserted that “there is no clear economic basis” to support it.

The unions also warned of a possible price increase in 2026, due to rising fuel costs and the end of transportation subsidies for the diesel price hike, implemented in September and initially planned for eight months.

Fifty-seven percent of large national companies anticipate this presence in the coming years, suggesting an accelerated transformation of the risk landscape, adds the Microsoft survey of companies in the country, “Cybersecurity 2025: Challenges and Strategies,” cited by CR Hoy.com.

Around 33 percent of these companies even report being moderately dependent on AI to address threats, while seven percent acknowledge their high dependence on this technology, the survey highlights.

For Marcelo Felman, Microsoft’s Director of Cybersecurity for Latin America, “the challenge is no longer investing in security, but how to scale it with AI and with responsible governance at every layer of the organization.”

The survey, administered to 100 Costa Rican IT and security professionals, determined that 60 percent of the aforementioned national companies perceive a high level of risk in their cybersecurity systems.

The Microsoft report indicates that, in general, although AI is still advancing at intermediate levels, its use “increases the speed and reach of defenses and, through specialized agents, helps close talent gaps, standardize processes, and enhance business resilience.”

According to political analyst Pedro Venceslau of CNN Brasil, if there are modifications to the text to be debated in the Senate, compared to what was approved in the Chamber of Deputies, the recommendation from people close to the Executive branch amounts to a total veto.

Among those recommending such a stance is Marco Aurelio Carvalho, coordinator of the Prerogatives Group (progressive lawyers and intellectuals), which recently held an event honoring the former labor leader and other important figures of the current administration.

Lula’s advisors argue that if the bill’s content is softened to restrict benefits only to those involved in the January 8th events considered foot soldiers (participants without leadership roles), a total veto would be the best strategy.

This position is defended even knowing that the presidential veto would likely be overturned by the National Congress.

Venceslau maintains that this recommendation is related to the 2026 elections. He specifies that allies believe that if Lula does not veto the bill entirely, his political platform would be compromised in the next presidential race.

The Bolivarian leader harshly criticized the anti-immigrant stance of Chile’s president-elect.

On Monday, Venezuelan President Nicolas Maduro announced the activation of a special plan for legal and diplomatic support through the “Great Mission Return to the Homeland,” aimed at all Venezuelans who wish to leave Chile following the electoral victory of far-right candidate Jose Antonio Kast.

RELATED:

President Maduro Thanks the People of Venezuela for Their Response to Aggression

“To Venezuelans who are in Chile, I humbly tell you to return to your homeland. You can count on us… This is the homeland of opportunities and perpetual happiness,” he said during his television program “Con Maduro+.”

The Bolivarian leader rejected the threats against Venezuelans made by Kast, who promised to expel undocumented migrants and issued them an ultimatum to leave the country before March 11, 2026.

Venezuelans living in Chile “were betrayed and threatened despite being decent people who work, produce and contribute. Many are health professionals and are the best doctors in Chile,” Maduro said.

The Bolivarian leader also said that Venezuelan far-right activists Maria Corina Machado, Leopoldo Lopez and Edmundo Gonzalez have backed Kast’s threats against Venezuelan migrants.

“Don’t you dare touch a hair on the head of any Venezuelan. Venezuelan migrants have rights, and the Chilean Constitution must guarantee them. Whoever messes with Venezuela dries up!,” Maduro said, addressing Chile’s far-right president-elect.

Referring to Kast’s electoral victory, Maduro described Chile’s incoming leader as a “Nazi, raised in a Nazi family, and a convicted and confessed Pinochet supporter.”

Maduro attributed Kast’s rise to the weakening of progressive forces in Chile and said the supposed progressivism of current President Gabriel Boric “was no progressivism at all, because he gave the green light to pave the way for right-wing forces.”

“The setback of progressive movements put a confessed Pinochet supporter and fascist in the La Moneda Palace,” the Venezuelan president said, expressing solidarity with the Chilean people, who face “a great challenge ahead, with a Pinochet supporter in government.”

“They will return to the great avenues… defeating the Nazi-fascism that seeks to impose itself once again,” Maduro said, paraphrasing former Chilean President Salvador Allende, who died during the 1973 coup carried out by Gen. Augusto Pinochet.

Finally, the Venezuelan president reiterated his confidence in the resistance of the Chilean people and in Latin American unity, quoting singer-songwriter Ali Primera: “The day will come when our continent speaks with the voice of a united people.”

It includes plans to ensure the operation and maintenance of critical sites.

On Monday, the U.S. Environmental Protection Agency (EPA) announced that Mexico and the United States signed a new agreement to address the Tijuana River wastewater crisis through joint actions carried out by the International Boundary and Water Commission (IBWC).

The agreement was negotiated and signed in record time, surpassing the December 31 deadline, as stipulated in the Memorandum of Understanding signed in July by EPA Administrator Lee Zeldin and Mexican Environment Secretary Alicia Barcena.

U.S. and Mexican sections of the IBWC carried out the signing and sought urgent and permanent solutions. Zeldin highlighted that the agreement is necessary to address the population growth of Tijuana and its surrounding areas.

The EPA explained that for decades, wastewater from Mexico “has affected Southern California,” which caused beach closures, foul odors, environmental degradation, economic losses, and illnesses in border communities.

The plan includes infrastructure projects in Mexico, research programs, and planning to ensure the operation and maintenance of critical sites, aligned with international best practices in wastewater management.

Act 333 does not commit new U.S. taxpayer funds, but rather prioritizes the effective execution of projects previously agreed upon in the Memorandum of Understanding signed in July by both nations.

The plan initiatives will be developed between 2026 and 2027, with an additional project in 2028, which seeks to reopen beaches, eliminate odors, and reverse the environmental degradation of the Tijuana River Valley.

The timing of the designation coincides with the U.S. intention to carry out ground attacks against Venezuela.

On Monday, U.S. President Donald Trump signed an executive order classifying fentanyl and its core precursor chemicals as a “weapon of mass destruction.”

The order declares illicit fentanyl as “closer to a chemical weapon than a narcotic,” noting that as little as two milligrams — “an almost undetectable trace amount equivalent to 10 to 15 grains of table salt” — constitutes a lethal dose.

“Hundreds of thousands of Americans have died from fentanyl overdoses,” the order stated. Under the directive, the Justice Department is instructed to immediately pursue investigations and prosecutions into fentanyl trafficking.

The order also directs the Departments of War and Justice to determine whether military resources should be provided to support enforcement efforts.

Summarily declaring fentanyl a weapon of mass destruction is the most dangerous escalation yet of the regime's efforts to militarize criminal law enforcement.

In a report published on Monday, Politico commented that the timing of the designation is striking, as speculation mounts that the United States will carry out land strikes against alleged drug trafficking targets on Venezuelan soil as part of its pressure campaign against Venezuelan President Nicolas Maduro.

The report said declaring fentanyl a weapon of mass destruction would “give the U.S. additional legal justification to use military force against Venezuela.”

On Monday, Trump also said that his administration is “very strongly” considering signing an executive order to reschedule marijuana to a lower drug classification, which would ease federal restrictions.

“It’s a shift that would formally recognize cannabis as having accepted medical use under federal law for the first time,” said CBS News.
