Venezuelan Defense Minister, General-in-Chief Vladimir Padrino López, described anti-drug trafficking operations as effective on Wednesday and backed President Nicolás Maduro, who characterized the national strategy as a “successful combat model.”

“We offer this successful model of popular-military-police unity to U.S. imperialism so that it can combat drug trafficking effectively, truly effectively,” Padrino López stated.

The Defense Minister specified that, since the enactment in 2012 of the Law for the Comprehensive Defense of Venezuelan Airspace, 430 aircraft linked to drug trafficking have been disabled.

“We have left 430 aircraft on the ground. And that is why our Commander-in-Chief is right when he says that we have our own successful model,” he emphasized.

The Vice President for Political Sovereignty, Security, and Peace affirmed that Venezuela “is not a key player in drug trafficking,” dismissing the nation’s impact on the global drug supply chain.

He commented that the four or five percent that “comes from Colombia into Venezuelan territory, that they intend to pass through here, there’s the answer.” He added that they combated Colombian drug trafficking groups operating on the border and destroyed 156 of their camps.

He emphasized that any aircraft linked to drug trafficking will be met with a response from the Armed Forces, because “this airspace and territory are defended and respected.”

Jamaican Prime Minister and President-in-Office of the Caribbean Community (CARICOM), Andrew Holness, reaffirmed the region’s commitment to peace, sovereignty, and respect for international law, amidst growing geopolitical tension and US pressure against Venezuela.

In his year-end address, Holness emphasized the need for unity and cohesion in the face of challenges affecting the security and stability of the Caribbean.

RELATED:

CELAC Prepares for 11th Anniversary of Zone of Peace in the Face of US Aggression

“We maintain a firm stance against transnational organized crime networks and the impact of drugs, weapons, and human trafficking on the security of our region. However, we recognize that member states may, at times, express different national perspectives,” Holness noted.

In this way, the pro tempore president of CARICOM acknowledged the diversity of positions within the regional bloc regarding the US escalation against Venezuela, openly supported by Trinidad and Tobago and Guyana, while other members of the Caribbean organization have been critical and warned that a conflict would have consequences for the entire region.

The Caribbean leader emphasized that CARICOM remains firm in its support for the sovereignty and territorial integrity of all its member states, a principle that has gained relevance amidst increasing external pressures. “At this moment in our history, we also remember that the Caribbean must navigate a rapidly evolving geopolitical landscape. The current international environment demands that our region act with clarity, cohesion, and strategic discipline,” he stated.

No one is surprised by this, it only further underscores the lies told by the Trinidad and Tobago government, under Kamla Persad-Bissessar.

— Tamanisha J John (@TamanishaJohn) December 8, 2025

Holness stressed that, despite national differences, the Caribbean must base its responses on shared principles: “Respect for sovereignty, adherence to international law, peaceful dialogue, and the resolution of differences through dialogue and mutual respect.” In that regard, she warned that external conflicts can have direct repercussions on the economies, security, and diplomatic relations of the region’s countries.

CARICOM Secretary-General Carla Barnett recently urged unity among the organization’s 15 members in the face of what she described as “unprecedented adverse geopolitical winds” threatening regional stability. CARICOM members are Antigua and Barbuda, Barbados, Bahamas, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname, and Trinidad and Tobago.

Beyond the geopolitical challenges, Holness highlighted key achievements of regional integration by 2025, including the historic implementation, as of October 1, of the full free movement of people between Barbados, Belize, Dominica, and Saint Vincent and the Grenadines. “This allows member states that wish to do so to deepen cooperation, while keeping the door open for others to participate when they are ready,” he explained.

The Jamaican Prime Minister highlighted CARICOM’s coordinated response to Hurricane Melissa, which struck several Caribbean countries in October. “The extraordinary show of support at the regional, international, and individual levels confirmed a simple truth about our community: as members of the Caribbean family, we are never alone,” he said.

— teleSUR TV (@teleSURtv) December 31, 2025

Holness concluded his message with a call to uphold the community’s founding values: “In times of uncertainty, our commitment to diplomacy, cooperation, and mutual respect will remain essential to safeguarding the peace, development, and independence of member states.” He also expressed his gratitude for having chaired CARICOM during the second half of 2025, highlighting the unity and shared purpose that guided the bloc’s actions during the year.

This declaration reinforces Caricom’s position as a regional actor committed to non-interference, the peaceful settlement of disputes, and the collective defense of Caribbean interests in an increasingly complex international scenario.

Social activist Milagro Sala was urgently hospitalized on Sunday at the Gonnet Hospital in La Plata after suffering a health crisis. She remains in stable condition under medical treatment and is not receiving visitors, according to her lawyer, Alejandra Cejas, and her personal physician, Jorge Rachid.

The minimum wage will increase by 23.7 percent in Colombia.

Her diagnosis is reserved, Cejas indicated, adding that the legal team will issue a statement regarding her health status and warned against the circulation of erroneous information in various media outlets. The transfer to the hospital was unannounced due to the emergency, which triggered the electronic ankle monitor system that supervises her house arrest, generating a verification protocol by judicial and medical authorities in Jujuy.

Rachid, Sala’s personal physician, reported on social media that the leader of the Tupac Amaru movement “is hospitalized and in stable condition, receiving no visitors as instructed by the medical staff at Gonnet Hospital, where the care is excellent.” He added that she “is grateful for all the expressions of affection received from all corners of the country and abroad.”

Sala, who has been under house arrest in La Plata since 2023, suffers from deep vein thrombosis, a condition that has worsened due to her prolonged confinement. January 16th will mark 10 years since her arrest, a fact that, according to Rachid, directly impacts her declining health: “We are facing a situation that is always complex, always difficult… The truth is that these kinds of situations are increasingly compromising her health. Her condition is absolutely precarious.”

By Rick Arnold  –  Dec 22, 2025

The question should be easy enough for Canada’s federal government to answer: Has Canada provided military intelligence since September 2025 to U.S. forces delivering lethal air strikes on small boats in the Caribbean and eastern Pacific that have killed dozens of civilians? In recent weeks, Canadian organizations and individuals have written to their MPs and to ministers, including Foreign Affairs Minister Anita Anand, asking this same question. The silence from Parliament Hill has been resounding.

Anand’s only comment related to the killings and Canada’s possible complicity came at the end of the recent meeting of G7 foreign ministers. As reported Nov. 12 by The Hill Times, Anand said, “I would say it is within the purview of U.S. authorities to make that determination.” This was a blow to Canada’s international human rights reputation, especially after the United Kingdom had publicly declared that these killings were extrajudicial and it would stop sharing intelligence with U.S. forces immediately.

Canada has been attempting ‘smoke and mirrors’ with its Department of National  Defence arguing that Canadian intel only goes to the U.S. Coast Guard (USCG). However the U.S.CG is under the direct command of the U.S. Department of War so any intel the U.S.CG gathers is being shared more widely. But now, in the latest escalation Dec. 10, it was the U.S.CG itself that led the seizure of an oil tanker off the coast of Venezuela. This oil tanker seizure has been denounced internationally and leaves Canada with nowhere to hide in arguing that Canadian intel is not being used for illegal U.S. actions in the Caribbean.

While attention in the United States has focused on Defence Secretary Pete Hegseth in one of the attacks, the U.N. High Commissioner for Human Rights and other U.N. experts have warned that the air strikes violate international human rights law and must stop. The presidents of Mexico, Brazil and Colombia have spoken in opposition to the killings and called for their cessation. France’s foreign minister said the U.S. strikes violated international law. Leaders of the Caribbean Community (CARICOM) reaffirmed the principle of maintaining the Caribbean as a Zone of Peace.

Strikes on the small boats are part of a large military build-up by the United States in the Caribbean and come during a long campaign of threats and sanctions against the government of President Nicolás Maduro that seem intended to induce “regime change.” Unsubstantiated allegations of his government’s involvement in drug-trafficking are akin to the false “weapons of mass destruction” story used by the United States to justify its 2003 invasion of Iraq.

How did Canada get into this mess? In October 2010, Canada signed a Memorandum of Understanding with the U.S. that built on a 2006 Canadian initiative called Operation Caribbe. After the signing of the 2010 MOU, the Canadian government’s website stated that Operation Caribbe was now to contribute “to U.S.-led enhanced counter-narcotics operations in the Caribbean Sea and the eastern Pacific Ocean” with Royal Canadian Navy warships and Royal Canadian Airforce aircraft deployed to “find and track” vessels “of interest” for “interception” by the U.S.

While international law allows for the interdiction of vessels if they are suspected of carrying drugs, the Trump administration’s readiness to treat the Caribbean and eastern Pacific like a war-zone and to disregard international law by not inspecting the boats or arresting their crews for subsequent trial, puts a spotlight on Canada’s military collaboration and potential complicity in these U.S kill operations.

An investigation by Project Ploughshares confirmed that at least two of the early U.S. attacks on small craft “relied on advanced electro-optical/infrared (EO/IR) sensor systems built in Hamilton, Ontario, by L3Harris WESCAM,” likely mounted on a MQ-9 Reaper drone. “These sensors, sold in large volumes to the U.S. government, are designed to surveil below aircraft, identify potential targets, and coordinate airstrikes with precision.” Canadian weapons components and technology have been detected in other theatres of war despite Canada’s promises that this had been stopped. Ottawa should see to it that all future sales to the U.S. fully comply with the Arms Trade Treaty so they are no longer used in U.S. military operations leading to human rights violations and breaches of international law.

US Alleges Unverified Land Strikes in Venezuela Amid Rising Civilian Deaths in SOUTHCOM Killing Operation (+Primazol)

Canada should follow the lead of the United Kingdom and not contribute intelligence to U.S operations in the Caribbean. It should put Canadian participation in Operation CARIBBE on hold, so long as extrajudicial high seas killings and illegal seizures of vessels are being carried out by U.S. forces under orders from the Trump administration.

Ottawa should break its silence now and speak out against the unlawful attacks and extrajudicial killings of civilians by U.S. military forces in the Caribbean and Eastern Pacific. By doing so Canada would join the international chorus of countries condemning these unlawful actions while also calling on the United States government to cease further attacks.

The United States is experiencing its largest measles outbreak in more than three decades in 2025, surpassing 2,000 cases annually for the first time since the early 1990s, according to official figures from the Centers for Disease Control and Prevention (CDC).

The outbreaks are occurring amidst the administration of Trump’s anti-vaccine Health Secretary, Robert F. Kennedy Jr., who has downplayed the risks of the disease and spread misleading claims about the vaccine, while suggesting alternatives lacking scientific evidence.

RELATED:

Measles Cases Continue To Increase in the US.

As of December 23, health authorities had recorded 2,012 cases nationwide, distributed across 44 jurisdictions, reflecting a sustained spread of the disease. Of the total, 24 cases were among foreign nationals visiting the United States.

The surge in infections is occurring within the context of prolonged outbreaks that could have international repercussions. Experts warn that if transmission is not controlled by the end of January 2026, the United States could lose its “measles elimination” status, a global recognition the country has held for decades.

Measles can be serious. Cases are up this year in the U.S. and internationally. Make sure you and your family are protected before traveling this holiday season. The decision to vaccinate is a personal one. Individuals should speak to their healthcare provider on the risks and… pic.twitter.com/W2oToklUAm

— CDC (@CDCgov) December 18, 2025

The CDC detailed that 87% of the cases registered this year are linked to 50 active outbreaks, a figure significantly higher than in 2024, when 16 outbreaks were reported and just under 70% of infections were concentrated in specific clusters. Furthermore, nearly 93% of those infected were unvaccinated or had no record of their immunization status.

So far in 2025, authorities have confirmed three deaths associated with the disease, a figure that reinforces the medical community’s concern about the reemergence of a virus that was considered under control.

Texas leads the list of the hardest-hit states, with 803 cases, followed by Arizona with 187, and South Carolina, where 156 infections were recorded. In South Carolina, an outbreak that began in October triggered a new wave of infections: more than a hundred people fell ill, and hundreds had to quarantine to curb the spread.

Estados Unidos registró 1.618 casos de sarampión en lo que va del año, la cifra más alta reportada desde 1992.https://t.co/M3O5UrP6fz

— teleSUR TV (@teleSURtv) October 23, 2025

South Carolina’s state epidemiologist, Linda Bell, warned that transmission remains active and could continue for several more weeks. “We are facing ongoing transmission that we anticipate will continue for many more weeks, at least in our state,” he said.

The increase in cases coincides with the administration of Health Secretary Robert F. Kennedy Jr., who has been criticized for downplaying the risks of measles and for spreading misleading messages about vaccination by promoting alternatives without scientific backing.

Given this situation, the CDC insists that vaccination is the primary tool for containing outbreaks and preventing the United States from losing its international recognition as a measles-free country, a status that is now seriously threatened.

The governments of Mali and Burkina Faso announced the implementation of immigration restrictions for US citizens in direct response to the White House’s exclusionary policies. Burkinabe Foreign Minister Karamako Jean-Marie Traoré confirmed the application of measures equivalent to those adopted by the administration of Donald Trump, who in mid-March banned entry to the United States for citizens of several African nations.

The Malian Ministry of Foreign Affairs reaffirmed that the Malian state will demand the same requirements and conditions that Washington imposes on its citizens, based on the principle of international reciprocity.

Sahel States Consolidate Sovereign Integration at Historic Bamako Summit

Authorities in Bamako and Ouagadougou stated that these actions respond to the need to defend national dignity against unilateral decisions that criminalize the populations of the continent.

The measure sets a precedent in the region by applying symmetrical restrictions to a Western power, consolidating a stance of sovereignty in the face of migratory and political pressures exerted by Washington as 2025 draws to a close.

The firm response of Mali and Burkina Faso to Donald Trump’s travel ban symbolizes a paradigm shift in power relations. By applying the principle of reciprocity, the Sahel Alliance states are challenging the historical diplomatic asymmetry and rejecting the discriminatory treatment that Washington is attempting to normalize against African peoples.

This sovereign stance is framed within a process of political decolonization where these nations prioritize regional unity and the diversification of their strategic alliances, moving away from French postcolonial tutelage and US influence to strengthen their own autonomy.

The decision to restrict entry to US citizens reflects the will for social and political transformation of governments seeking to protect their integrity against external sanctions and blockades, being an act of justice in the face of the exclusionary policies of imperialism that, under the pretext of national security, seeks to punish countries that decide to chart an independent and sovereign path for their development.

On Tuesday, Mexican President Claudia Sheinbaum stated that the United Nations must take action regarding US military actions against Venezuela, after being asked about the possibility of regional support for the South American country.

“As we have said, the United Nations must play a more prominent role in such cases,” the Mexican president emphasized during her morning press conference.

The head of state also condemned US interference after being asked about US pressure being exerted against the Venezuelan government. “There’s already too much speculation. What we have to say is that we do not agree with interventions, especially military ones. That is our country’s Constitution, and that is what we will continue to defend,” the Mexican president said.

Independent UN experts recently condemned the partial maritime blockade imposed by the United States against Venezuela, warning that it is a serious violation of international law, the UN Charter, and human rights.

In an official statement, experts warned that Washington’s decision to block all oil tankers entering or leaving Venezuela, along with its deployment of significant military forces in the Caribbean, constitutes a prohibited use of armed force against a sovereign state.

Venezuela: UN Report Demonstrates Illegality of US Blockade

The statement also says the blockade comes after the unilateral designation by the United States in Nov. 2025 of Venezuelan government officials, including President Nicolás Maduro, as part of an alleged “foreign terrorist organization” called the “Cartel of the Suns”—an entity whose existence, according to experts, has not been proven.

The statement also includes accusations that US forces committed arbitrary killings of at least 107 people allegedly linked to maritime drug trafficking, in the context of some 30 attacks on civilian vessels since Sept. 2025.

Two years into Javier Milei’s presidency, Argentina has become a living laboratory for a radical reshaping of the economy and the public sphere.

RELATED:
Argentinean Deputies Approve Milei’s Adjustment Budget for 2026

What started as a bold, anti-establishment campaign quickly evolved into a systematic reordering of how the state interacts with society, one that, in practice, has moved from reform rhetoric to reusable tools of market-led governance.

A closer look reveals a pattern: sweeping changes to public institutions, a government that leans on decrees to push its agenda, and a social safety net strained to its limits.

Milei is privatizing the infrastructure of Argentina.

Institutional Dismantling: The Ley Bases and Rule by Decree

Milei’s governing strategy blends aggressive legislative reform with a willingness to bypass Congress. The centerpiece is what supporters call the Ley Bases (Law 27,742), a broad package that recalibrates the state’s role in the economy.

When opposition lawmakers slowed (or obstructed) the timetable, Milei leaned on Necessity and Urgency Decrees (DNUs) to press ahead. By late 2025, dozens of DNUs had become a common tool to enact policy without the normal trial of democratic deliberation.

Analysts describe this pattern as a shift from a norm-based democracy toward a governance style that relies more on executive fiat and market-oriented priorities, an approach that echoes liberalized frameworks in which capital shapes policy outcomes more directly.

Critics warn that the cumulative effect is a narrowing of legislative debate and a reduction in the checks and balances designed to protect vulnerable groups..

The “Caste” Narrative vs. Ethical Erosion

Milei campaigned on purifying the political life of a perceived “caste” of elites. Yet in these first two years, ethical controversies have dogged the administration. Notable episodes include:

  • Institutional corruption: Karina Milei, the president’s sister and General Secretary, faced bribery allegations connected to the National Disability Agency.
  • Financial missteps: In 2025, the president backed the Libra cryptocurrency, which collapsed quickly and drew broad condemnation as a scam.
  • Allegations of ties to crime: Key ally José Luis Espert resigned amid accusations of links to drug trafficking.

These incidents have complicated the government’s “clean hands” rhetoric and fed a broader narrative that moral authority is unevenly distributed inside power circles.

The Social Cost of “Shock Therapy”: Pensions and Disability Under Fire

Under a rhetoric of Zero Deficit, Milei’s team has pursued what they frame as prudent, fiscally sane choices. In practice, that has translated into what critics call a “Chainsaw” approach to public spending and a “Blender” approach to value, vital social protections being trimmed or redefined in fiscal terms.

Perhaps the starkest example is the closure of the National Disability Agency (ANDIS) at the end of 2025. Officials framed the move as a crackdown on corruption, but it represents a withdrawal from a core public responsibility: protecting the most vulnerable.

Looking ahead, the administration signaled that hundreds of thousands of disability beneficiaries could lose payments in 2026 as eligibility criteria tighten to reflect budget metrics rather than lived need.

Contracting out disability management to an already strained Ministry of Health risks further delays in access to healthcare and essential services, pushing families into financial and logistical limbo.

The impact on older Argentines has been severe, even as the administration touts a supposed recovery. Protests followed vetoes on crucial funding for vulnerable populations, highlighting a disconnect between celebratory macroeconomic headlines and ground-level hardship.

Critics argue that labeling social benefits as potential fraud is a pretext for withdrawing support, masking a policy direction that undermines human dignity.

The result, many say, is a “lost social wage” for workers and retirees, services and safeguards that once buffered households from economic shocks are eroding while promises of trickle-down investment remain unfulfilled.

Labor Adjustments and the Privatization of Life

Argentina’s labor framework has seen a marked tilt toward contractual flexibility, with implications for job security and long-term social costs. The Ley Bases revises employer liability and simplifies dismissals, shifting risk toward workers.

Key policy shifts include:

  • Amnesty for informality: The law allows a “regularization” window with heavy waivers of decades of social security debts, effectively forgiving past noncompliance at the expense of the national social security fund.
  • Longer probation periods: The duration of probation stretches from three months to six months, and up to a year for micro-businesses, during which firing can occur without severance.
  • Independent Collaborator status: A new category enables a worker to hire up to three others under a commercial contract, stripping those workers of paid leave, workers’ compensation, and collective bargaining rights.
  • Severance fund approach: Replacing traditional seniority-based severance with a monthly fund reduces the cost of firing, incentivizing employer flexibility over worker protections.

Water: From Human Right to Corporate Asset

AySA, the public water utility, stands as a visible milestone of the privatization pivot. The regulatory framework now allows disconnections after 60 days of non-payment and ties tariffs to a concept called Economic-Financial Equilibrium, guaranteeing a return for private operators.

The state’s obligation to expand water networks, especially in less profitable urban areas, appears diminished, raising concerns about universal access to a basic necessity.

Infrastructure policy has reframed water as a market good rather than a universal public utility, raising alarms about affordability and equity for the most vulnerable residents.

Repression and Corruption: The Iron Fist and the Hidden Caste

To sustain this restructuring, the Milei administration has leaned into strong-arm tactics against dissent while grappling with its own corruption questions. Key dynamics include:

  • Criminalization of dissent: The government has employed a range of measures intended to curb protests, including police-led enforcement that critics call heavy-handed and indiscriminate.
  • Anti-protest norms in labor reform: Provisions tightening employment protections for protesters allow immediate dismissal without severance, chilling collective action.
  • Violent incidents and police conduct: Notable cases, such as the injury of photojournalist Pablo Grillo during a protest, have underscored concerns about state violence.
  • Corporate-friendly “caste” politics: Despite anti-caste rhetoric, the administration’s inner circle has faced scrutiny over potential conflicts of interest and policy favors for multinational interests.

Strategic Extractivism and Institutionalized Inequality

The Milei administration has fused strategic extractivism with water diplomacy, signaling a broader shift toward resource-centric governance.

On one front, the Incentive Regime for Large Investments (RIGI) invites multinational mining and energy firms to repatriate profits rapidly, a move some observers call “territorial surrender” to capital.

On the other front, Mekorot’s proposal to take over water management, framed as a step toward efficiency, sparks concerns about prioritizing industrial needs over local households and human consumption.

As Milei enters the second year, the contrast between headline macro indicators, fiscal surpluses, and falling inflation, and lived social realities is stark.

Critics say the social contract is fraying: a watchdog state is retreating, and targeted aid becomes the default tool for addressing inequality.

The result is a more stratified society where rights increasingly hinge on income and access to private capital.

The Bottom Line

Two years into Milei’s experiment, Argentina demonstrates a pivot from a protective state toward a market-discipline regime.

The most visible symbols (ANDIS’s closure, privatization of water, and a labor framework that emphasizes flexibility over security) signal a broader reorientation: rights that once depended on universal guarantees are now articulated as contingent, and social welfare is recalibrated to reflect fiscal metrics rather than human need.

From the perspective of social justice and democratic accountability, the question remains urgent: can Argentina sustain macroeconomic gains while preserving the social protections that safeguard dignity and ensure basic human rights?

Temperatures have reached 96.8 °F in Santiago, exceeding historical averages.

On Wednesday, the Chilean National Disaster Prevention and Response Service (Senapred) reported that the country is closing 2025 with a record-breaking heat wave in its central region, which set a red alert for extreme risk of forest fires.

The Metropolitan, Valparaiso, Maule, O’Higgins, and Ñuble regions are under red alert, while La Araucania is under a preventative alert. Chilean President Gabriel Boric called for responsible behavior during the end-of-year holidays.

Temperatures are exceeding historical averages and reaching 96.8 °F in Santiago, the hottest December 31st on record. Dry conditions and winds are also fueling the rapid spread of fire in nine active blazes nationwide.

In the Metropolitan Region, the fire in the Las Condes commune has consumed more than 23 square kilometers, burned 800 hectares of endemic species, and affected 200 meters of urban areas, which generates extreme concern.

The text reads, “At least two Mexican tourists died in Chile, while seven others remain missing after being caught in a snowstorm and strong gusts of wind while hiking on the glaciers of Torres del Paine National Park in Chilean Patagonia.”

While more than 20 fires have been brought under control and eight extinguished, the risk remains high. Ground crews, air support, and public-private coordination are being deployed to address emergencies in extreme weather conditions.

The Chilean Meteorological Directorate forecasts that high temperatures will continue until January 3. However, the National Forestry Corporation (CONAF) reports that fires have increased in frequency and intensity since 2010.

Experts attribute this scenario to climate change, a prolonged drought of more than a decade, and the expansion of the urban-rural interface, where combustible vegetation is mixed with buildings, which increases vulnerability.

His New Year’s Eve address focused on unity and tradition.

On Wednesday, President Vladimir Putin congratulated citizens on the New Year and expressed confidence in Russia’s victory in the special military operation in Ukraine.

The first New Year’s greetings were broadcast on television to residents of the Kamchatka and Chukotka, two regions in Russia’s Far East that are nine time zones ahead of Moscow.

“We celebrate it with our loved ones: our children, parents, friends, and comrades-in-arms. Even those who are far away are always with us,” Putin said as he opened his address. Among the main points of his message were the following:

*. Russia’s future will largely depend on its citizens’ ability to rely on their own strength, mutual support and responsibility for one another.

*. Each citizen’s plans and hopes are inseparable from the fate of the Motherland, as people’s work, successes and achievements shape new chapters in Russia’s thousand-year history.

*. Social unity is a key factor in Russia’s sovereignty, security and sustainable development.

*. Those fighting in the special military operation have assumed responsibility for defending the Russian homeland, as well as truth and justice. Millions of Russians are thinking of them on New Year’s Eve.

*. Traditions, faith, and historical memory are key factors that unite different generations and strengthen Russia as one large family.

*. Russia will continue to work and create, moving forward for the future of its children and grandchildren, for the sake of a strong and sovereign country.

“I congratulate all our soldiers and commanders on the New Year. We believe in you and in our victory,” Putin said during the three-minute address, delivered with an Orthodox cathedral and the Kremlin visible in the background.

Childcare fraud in Minnesota has been reported since 2014.

On Wednesday, the administration of U.S. President Donald Trump announced the freezing of federal childcare funds for Minnesota and an audit to investigate alleged fraud at daycare centers.

Somalis Take Advantage of the United States: Trump

Jim O’Neill, Deputy Secretary of Health and Human Services (HHS), stated that payments were suspended after allegations that millions of dollars had been diverted to fraudulent daycare centers over the past decade.

In addition, the HHS will tighten requirements for payments from the Administration for Children and Families (ACF) to all states, including justification and receipt or photo evidence.

O’Neill based his assertions on conservative YouTuber Nick Shirley, who released a video showing empty or abandoned daycare centers in Somali communities that receive public funds. However, Minnesota officials have refuted the allegations.

Why are Republicans suddenly upset that criminals committed fraud in Minnesota, when Donald Trump released Phillip Esformes from jail after he committed a $1.2 billion Medicare fraud?

— Grant Stern  (@grantstern) December 29, 2025

The commissioner of the Minnesota Department of Children, Youth, and Families raised concerns about the video, including whether footage was taken during times when the centers were scheduled to be open.

The video adds to Trump’s previous attacks against Minnesota Governor Tim Walz, the state’s Somali community, which he called “trash”, and Congresswoman Ilhan Omar, representative of District 5 of the state.

O’Neill asked Walz for a thorough audit of the centers, including attendance records, licenses, complaints, and inspections, and established a phone line and email address for reporting fraud.

Childcare fraud in Minnesota has been reported since 2014, with cases involving the embezzlement of hundreds of millions of dollars. The Walz administration maintains that it has been investigating and combating these irregularities for a long time.

Authorities link internet disruptions to DDoS attack and warn of strong response to foreign threats.

On Wednesday, Iran’s Communications Minister Sattar Hashemi said that his country had thwarted a massive cyberattack.

RELATED:

Cuba Rejects U.S. Sanctions on Iranian and Venezuelan Entities

“On Sunday night, one of the largest cyberattacks against the country’s communications infrastructure was carried out, originating from multiple locations and involving more than 120,000 sources worldwide. This attack was completely neutralized,” he said.

Hashemi said the cyberattacks could be linked to reduced internet speeds in the country in recent days. The large-scale cyberattack was identified as a distributed denial-of-service, or DDoS, operation.

Behzad Akbari, head of Iran’s Telecommunications Infrastructure Co., had previously warned that the attack targeted the infrastructure of a national operator but was managed and neutralized without causing widespread disruptions for users.

On Tuesday, Foreign Affairs Minister Seyed Abbas Araqchi warned that Iran would respond forcefully to any external threat. “The threat to resort to the use of force against Iran constitutes a flagrant violation of the United Nations Charter, which prohibits any threat or use of force against the territorial integrity and national sovereignty of states,” he said.

The Iranian diplomat’s remarks came after a meeting between Israeli Prime Minister Benjamin Netanyahu and Donald Trump, during which the possibility of new military action against Iran was discussed.

During the meeting, Netanyahu expressed concern over Iran’s intention to rebuild its nuclear capabilities and missile program following what he described as the June aggression by Washington and Tel Aviv, while Trump warned that he would act swiftly if the Islamic country moved in that direction.

Recalling the joint U.S. and Israeli attacks against Iran in June 2025, Araqchi said the threats demonstrate the “manifest bad faith of the United States in the continuation of illegal and aggressive conduct,” the consequences and responsibility for which would fall on Washington.

The Iranian diplomat said Trump’s acknowledgment of U.S. involvement in attacks against Iranian citizens, vital infrastructure and peaceful nuclear facilities constitutes a clear example of a “serious violation of international law,” entailing individual criminal responsibility for the U.S. officials involved.

Araqchi said the U.S. president’s threat against “a member state of the United Nations,” in support of Israel, represents “clear evidence of double standards.” He added that Washington’s unconditional support for Tel Aviv, “as the sole possessor of nuclear weapons in West Asia, has seriously endangered regional and international security.”

Araqchi also warned of the dangerous consequences of silence in the face of illegal threats and actions against Iran, stressing that the creation of a climate of impunity has emboldened the U.S. and the Israeli regime to “persist in their aggressive behavior,” posing a “direct threat to world peace and security.”

On Wednesday, the European Commissioner for Crisis Management, Hadja Lahbib, demanded that Israel remove all barriers to humanitarian access in Gaza and criticized the withdrawal of licenses from 37 international NGOs.

Israeli Attacks Leave 1.5 Million People Homeless in Gaza

Israel plans to revoke permits for organizations such as Doctors Without Borders (MSF) on January 1st, alleging terrorist links of employees. The Israeli Diaspora Affairs Ministry claims that there is no verifiable information about NGOs.

The affected entities must cease operations by March 1, 2026. However, the Caritas Jerusalem organization announced that it will continue operating, based on its legal recognition by Israel, in agreement with the Holy See.

In March 2025, the government of Prime Minister Benjamin Netanyahu introduced requirements for NGOs, which included employee lists and prohibitions on those that promote boycotts or question Israel’s existence as a Jewish state.

While NGO authorities have criticized the Israeli system for demanding sensitive data, the Palestinian National Authority (PNA) denounces that Israel is trying to cover up crimes and does not want witnesses.

Belgian Deputy PM and FM Maxime Prevot called on Israel to remove the restrictions it placed on humanitarian access in the Palestinian territories, emphasising that aid access is  “neither optional, nor conditional or political.”

United Nations agencies emphasized that these organizations are essential in Gaza for managing field hospitals, primary care centers, shelters, water, sanitation, and nutrition programs for severely malnourished children.

The NGOs denounced that the new re-registration process and arbitrary obstacles have trapped millions of dollars’ worth of vital supplies, including food, medicine, hygiene products, and shelter materials.

International organizations also reject the Israeli request to submit personnel lists because they fear reprisals against their Palestinian employees. Since October 2023, the Israeli occupation forces have killed over 500 humanitarian workers.

Philippe Lazzarini, the commissioner of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), called the new legislation outrageous, arguing that it removes diplomatic immunity and allows for the expropriation of UN assets.

Diaz-Canel highlights the unity of the Cuban nation as it commemorates 67 years since the triumph of the revolution.

On Wednesday, President Miguel Diaz-Canel addressed the Cuban people on the eve of a new anniversary of the triumph of the Revolution, just hours before the arrival of 2026.

He pointed out that “New Year’s in Cuba is synonymous with triumph” and called on the nation to renew that tradition in 2026, which has been declared the Year of the Centennial of Fidel Castro.

Diaz-Canel said the Cuban people, whom he described as noble, resilient and creative, deserve to celebrate this new anniversary with optimism and conviction. In his message, he also reiterated the historic slogan expressing confidence in victory in the face of difficulties: “We will prevail!”

On Wednesday, Cuban Foreign Affairs Minister Bruno Rodriguez also sent a greeting to the public marking both the arrival of the new year and the commemoration of the revolutionary victory.

Dictator Fulgencio Batista fled Cuba by plane on Jan. 1, 1959, following the victory of the forces of the July 26 Movement in the Battle of Santa Clara, clearing the way for the revolutionary capture of power across the island. #OTD #Cuba #Revolution #Fidel #Che pic.twitter.com/NSxueybO9a

He highlighted the role of the people as protagonists of a foreign policy inspired by Commander Fidel Castro’s revolutionary principles. Rodriguez also acknowledged the people’s daily effort, sacrifice, unity and patriotism demonstrated in the face of the U.S. blockade.

As is traditional, a military ceremony will be held at midnight on Jan. 1 to commemorate the 67th anniversary of the Revolution. The event will include the firing of 21 artillery salutes from the San Carlos de la Cabaña fortress in Havana. The site will open to the public starting at 11 p.m. to allow public participation.

The commemoration recalls the historic events of the early morning hours of Jan. 1, 1959, when U.S.-backed dictator Fulgencio Batista fled the country amid the advance of rebel forces led by Fidel Castro.

On that day, the M-26 Movement succeeded in consolidating its victory despite U.S. Embassy’s last-minute attempts to install a civic-military junta to halt the Cuban insurrection.

By Francisco Dominguez  –  Dec 28, 2025

Stunning, though expected, on December 14, a majority of Chileans (58% to 41%) elected far-right Republican Party candidate Jose Antonio Kast as president for the 2026-30 term, defeating the Communist candidate Jeannette Jara in the second round.

A strong admirer of the Pinochet dictatorship, Kast is also an open supporter of Argentina’s Javier Milei and Donald Trump, and maintains close links to the Trump-affiliated Heritage Foundation. His victory presents a significant opportunity for US imperialism.

Kast is a lawyer and legislator, brother of Miguel Kast—a “Chicago Boy” minister under Pinochet—and son of Michael Kast, a German army officer and Nazi party member who emigrated to Chile after World War II.

During his campaign, Kast “did not rule out pardoning convicted perpetrators of the military dictatorship, including Miguel Krassnoff, who is serving over 1,000 years in prison for crimes against humanity.”

Since the dictatorship ended in October 1989, the centre-left Concertacion coalition governed Chile almost uninterruptedly for 28 years (until 2010, and again from 2014-18 and 2022-26).

During this period, the people made significant gains in political freedoms and poverty reduction (from 45% in 1987 to 6% in 2024).

However, the Concertacion spent most of those years perfecting Pinochet’s neoliberal model, transforming Chile into a paradigm of privatisation. Health, education, utilities, pensions, rivers, the sea, natural resources and infrastructure were all placed in private hands, with adverse social consequences for the majority of Chileans.

Inevitably, the worsening conditions created by a small, immensely wealthy and arrogant Pinochetista oligarchy erupted into a social rebellion in October 2019. This was triggered by right-wing president Sebastian Pinera’s attempt to impose an austerity package, which was met with brutal repression. Throughout 2019 and 2020, mass protests unfolded to the rhythm of “El pueblo unido jamas sera vencido,” carrying images of Salvador Allende and the dictatorship’s victims.

The diverse mass movement extracted substantial concessions, including the return of pension contributions from the widely despised private administrators (AFP), which is a colossal swindle.

Most crucially it won the right to elect “a constitutional convention tasked with drafting an anti-neoliberal constitution to replace” Pinochet’s 1980 “constitution.” The historic opportunity to bury Pinochetismo and its neoliberal legacy seemed within reach when the convention issued its radical proposal for a referendum in September 2022.

In May 2021, those in favour of change obtained 118 seats in the Convention to the right wing’s 37 (plus 17 reserved for indigenous nations), and elected Elisa Loncon Antileo, Mapuche leader, as its president. In November 2021, Concertacion candidate Gabriel Boric, then 35, comfortably defeated Jose Antonio Kast to become president. Approving the new constitution seemed a foregone conclusion.

However, in August 2022, the Concertacion got an agreement to make the previously voluntary vote compulsory. This brought a depoliticised 30-50% of the electorate—disenchanted with politics and, notably, containing Chile’s most pro-Pinochet segment among the poorest 20%—into the process.

This bloc became an easy target for a corporate and social media campaign of toxic disinformation, spreading lies that the new constitution would confiscate homes to be given to the homeless or that it would permit abortion up to the ninth month of pregnancy.

The Concertacion leadership, including President Boric—who had openly supported the Convention’s objectives—failed to prepare an effective counter-campaign. Instead, Boric devoted time to criticising Cuba, Venezuela and Nicaragua as dictatorships (applauded by far-right media), (un)wittingly legitimising the right’s narrative and sapping the constitution’s appeal. He also held a high-profile meeting with Volodymyr Zelensky to support Ukraine.

The Angry Tide Has Washed Into Chile

With little defence against the disinformation campaign, the constitution was rejected by 62 per cent to 38 per cent. Boric and the Concertacion had snatched defeat from the jaws of victory.

Thereafter, the centre-left position deteriorated. Neoliberalism had entrenched high levels of informality (28%), precarious employment (longer hours, smaller salaries), and staggering inequality: the top 1% and 10% receive over 36% and nearly 60% of total income respectively, while the poorest 50% accounts for about 7%. Millions are trapped in debt at exorbitant rates to make ends meet (household debt reached 37.7% of the country’s GDP, and $133.4 billion by late 2025, and Chile suffers the worst income inequality in the OECD, after Brazil and South Africa.

Boric’s presidency “failed to change the economic structure and the social inequalities in Chile.” His approval rate plunged to 22% by May 2024, with right-wing media unashamedly capitalising on high crime levels and illegal immigration flooding the labour market to blame his government.

In this climate, Jeannette Jara, candidate of the revamped Concertacion coalition “Unity for Chile,” faced an uphill battle. She sought to offer a progressive break with Chile’s complacent pro-neoliberal centre-left while simultaneously retaining old coalition support. Her platform included key anti-neoliberal policies, but it proved to be too little too late. Nevertheless, her 41% vote represents solid support for a leftward shift.

As Boric’s labour minister, Jara secured a “long-awaited reform of the pension system, which, among other things, increased current and future pensions through a system of solidarity among contributors. She also achieved the reduction of [working hours] from 45 to 40 hours a week and she is also remembered for her efforts to increase the minimum wage to more than 500,000 Chilean pesos, around $530.”

However, these achievements—largely down to her initiative—were insufficient to convince poorer right-wing voters that she represented a fresh start. The long-term clientelistic relationship between sections of the poor and Pinochetismo meant that Kast won in four of the five poorest districts in the country (in 2021 Kast won in the 20 poorest districts).

There is a deeper reason for this “anomaly”: the main concerns of the poorest 50% of the population are crime, immigration, pensions, health and income inequality, areas inadequately addressed by Concertacion governments.

Jeannette Jara’s candidacy expressed the political necessity to break neoliberalism’s 50-year grip with a radical programme to reverse its grossest inequities that will be attractive to the poorest. Winning 41% as a Communist candidate is a notable feat.

Kast’s victory proves that “managing neoliberalism” is a failed strategy for the left, as it only fuels Pinochetismo, which the centre-left accommodated for decades. The left, with the Communist Party at its core, now faces the challenge of organising mass resistance against Kast’s agenda of fiscal austerity, mass expulsion of immigrants and a full neoliberal restoration that will erase even the timid Concertacion progressive reforms of 1990-2025.

Chile’s communists, as the most consistently anti-neoliberal force within the broader left, have the potential to shape and organise a broad political and social front of resistance against Kast’s extreme right-wing government. Resistance against Kast will be inextricably linked to the struggle against neoliberalism. A critical weakness in Chile remains the lack of an authoritative left leadership capable of successfully organising the working class to fulfil Boric’s own promise: “If Chile was the birthplace of neoliberalism, it will also be its grave.”

This editorial by Victor M. Quintana S. originally appeared in the December 31, 2025 edition of La Jornada, Mexico’s premier left wing daily newspaper. The views expressed in this article are the author’s own and do not necessarily reflect those ofMexico Solidarity Media*, or theMexico Solidarity Project.*

It happened in Chihuahua, but the lesson can serve the entire country: On December 15th, the state Congress voted on the economic package submitted by Governor María Eugenia Campos. It generated widespread rejection for several reasons: of a total budget of 117.029 billion pesos, 10.071 billion are earmarked for public debt payments, almost four times the amount allocated to public works: 2.755 billion, which represents only 2.65 pesos out of every 100 pesos the government spends. Extremely high current spending, minimal investment, and few and highly questionable social programs.

Not only that, it includes new debt of 3 billion pesos and the refinancing of four debts for an additional 15 billion pesos, which will keep Chihuahua taxpayers captive until 2050. Furthermore, the payroll tax is increased by 33 percent and the university tax by 50 percent, as well as the costs of vehicle registration, license plate renewal, and the services offered by the state DIF (National System for Integral Family Development).

To be approved, this economic package required a qualified majority of the 33 members of Congress. The Morena parliamentary group, composed of 12 representatives, decided to reject it outright and consistently questioned the debt, the increase in taxes, fees, and services, and the lack of austerity and transparency in the management of public funds.

Morena Deputy Rosana Díaz is being accused of pissing away political advantage by rushing to a bathroom and missing a key vote that would have prevented the passage of the controversial, debt-loaded budget for Chihuahua state.

With Morena’s vote against and that of one PT deputy, the entire state government’s economic package was blocked, as it failed to reach the required supermajority (two-thirds of the legislators). However, at the last minute, two Morena deputies and one PT deputy were absent from the session hall, lowering the quorum and thus the number of votes needed for the supermajority. Consequently, the governor’s economic package was approved thanks to the votes in favor from the PAN, PRI, MC, PT, and PVEM parties.

Both Morena party congresswomen claimed they had to “go to the bathroom” during the vote, despite having been informed and warned of its importance. Journalistic ingenuity is now referring to the operation to co-opt the absent congresswomen as “bathroomgate.”

The Morena parliamentary group immediately distanced itself from the two congresswomen who were absent from the quorum, publicly criticizing their stance. One of them responded by filing a complaint against the group’s coordinator “for political violence against women.”

These events should not be seen merely as a passing episode or something of purely local significance. They raise alarm bells about the cracks through which the right wing is infiltrating the parliamentary groups of Morena and the 4T in various parts of the country, weakening their project: First: The ease with which people unrelated to the ideology or the 4T project are accepted as candidates simply because “they are well-known or have a chance of winning,” without having sufficiently verified their loyalty and honesty.

Flushed away? Morena Deputy Edith Palma’s toilet-trek allowed a controversial budget to pass, despite Morena’s stated opposition to it.

Second: The impunity enjoyed by people who hold a public office for this party, even though they vote in support of governments and decisions that go against the people and have behaviors against the principles of the 4T, such as waste and ostentation or “dangerous relationships” with people or groups that have engaged in illegal conduct.

Third: Alliances at all costs with parties like the PT and PVEM. In Chihuahua, the PT’s voting patterns have always favored the incumbent government, whether PRI or PAN, and this time is no exception. The same has happened and continues to happen with the PVEM. It seems that these parties’ strategy is: “ally with the 4T at the federal level and do whatever you want at the local level.”

They fall in line before the President at the national level, but at the local level, petty interests and the nepotism of the leaders prevail above all else.

Fourth: Although it wasn’t as obvious in the case of Chihuahua, alliances with anti-democratic unions and labor federations, such as the SNTE, also have their drawbacks. First, because the rank and file strongly disapprove of their highly questionable leaders cloaking themselves in the trappings of democracy, austerity, and transparency, even as they continue their corrupt practices of imposition and voter mobilization. Second, because several national federations continue to forge alliances with right-wing local governments behind the backs of their members. As someone once said, “If you don’t want to be led astray, it’s best not to associate with the charros.”

If the Fourth Transformation of the country’s public life is to be complete, it must be implemented in all federal entities and in all aspects of the public sphere. We must be wary of loopholes like those described above. They could collapse the bulwark against neoliberalism and the extreme right, which has been under construction for the past seven years.

Historically, remittances, tourism, and professional services have provided vital income for the Cuban economy.

On Tuesday, the Central Bank of Cuba (BCC) authorized Cubamax Travel Inc., a Florida-based company, to manage remittances to the island through Cuban financial institutions and cash deliveries.

Venezuela Denounces U.S. Economic War Against Cuba at UNGA

The BCC resolution requires the appointment of a representative with permanent residency in the country. Cubamax can also deliver cash in Cuban currency or foreign currency to its beneficiaries.

The Company, headed by businessman Carlos Trujillo, also offers product shipments to Cuba. Before Cubamax, the state-owned firm Orbit managed foreign currency, but it was sanctioned by Washington.

Remittances, along with tourism and professional services, constituted a vital income for the Cuban economy until the COVID-19 pandemic. Between 2005 and 2020, remittances represented approximately 6% of Cuba’s gross domestic product (GDP).

The pandemic reduced their flow and severely impacted the inflow of foreign currency to the Caribbean country. With Donald Trump in the U.S. presidency, Cuba was reinstated on the list of State Sponsors of Terrorism, and Orbit was included among restricted entities.

The text reads, “President Diaz-Canel: May every law, every plan, and every budget become tangible actions in people’s lives. May science and innovation become concrete solutions. May the economy regain its vitality without sacrificing social justice.”

Western Union, which had resumed operations in 2024, suspended remittances to Cuba in February due to U.S. sanctions. It had restored services in 2022 with limitations, but suspended them again due to technical problems.

The company first suspended them in 2020 due to restrictions against the Cuban financial institution Fincimex. The U.S. sanctions make it difficult for Cuban families to receive financial support from abroad.

In January, the U.S. Secretary of State Marco Rubio announced the addition of Orbit to the list of restricted entities, alleging that it acts on behalf of the Cuban military. Trump also reactivated Title III of the Helms-Burton Act.

During his first administration, Trump implemented at least 243 restrictive measures that strengthened the economic, commercial, and financial blockade against Cuba, which intensified the pressure on the population and their sources of income.

This article by Álvaro Delgado Gómez originally appeared in the December 30, 2025 edition of Sin Embargo.

Editor’s note: Ultra-right winger and tax scofflaw Ricardo Salinas Pliego owned businesses which were seeking to profit from substantial contracts for school textbooks, which explains part of the material basis for his hostility towards the New Mexican School educational reforms and new textbooks (introduced by Marx Arriaga in his role at the Secretariat of Education), beyond his ideological commitments.

Mexico City. Marx Arriaga Navarro, Director of Educational Materials at the Ministry of Public Education (SEP), asserted that the controversy surrounding the signing of educational agreements with international organizations and private foundations stems not only from the participation of external actors, but also from the support of governments affiliated with Morena, which perpetuate practices that contradict the educational project promoted by the Fourth Transformation.

In an interview with Álvaro Delgado on the program Los Periodistas which is broadcast through the YouTube channel of SinEmbargo Al Aire, Marx Arriaga indicated that the entities that signed the agreement are Aguascalientes, Chihuahua, Durango, Baja California, Coahuila, Yucatán and Quintana Roo, states that he described as conservative.

“We should also include Veracruz, which signed the agreement. There are some states that are clueless; just because the government or its leaders are from Morena doesn’t mean that all institutions have a progressive vision. We see that in the day-to-day operations of many institutions, old practices continue to be replicated. In this case, an old practice in the education sector is delegating the State’s responsibility for citizen formation to third parties.”

He said that after that signing, a dispute arose within the Ministry of Public Education about how far these agreements advance educational privatization.

He recalled that Mexico has a defined legal framework, derived from the reform of Article Three, the General Law of Education and the implementation of the new 2022 curriculum.

Marx Arriaga Navarro

“These organizations are breaking the law and creating a new educational system that continues what Aurelio Nuño and Peña Nieto left behind during their six-year term. This happened with the signing on December 5th. Then there was a complaint from Educational Materials to those states, and [Ricardo] Salinas Pliego brought up the issue, saying that the books are communist and that we need to return to the type of education that Aurelio Nuño and Peña Nieto proposed in terms of human capital, of workers.”

The Director of Educational Materials insisted that there are states whose participation is especially painful, due to their history of social struggle.

“It hurts to wonder why states like Veracruz are signing an Avon agreement for literacy,” he stressed.

In his opinion, what is observed today on social media is a clear ideological dispute: on one side, a conservative project promoted by Salinas Pliego; on the other, a progressive vision associated with the Fourth Transformation and the defense of public education.

In that context, he explained, Ricardo Salinas Pliego has increased his presence in the educational discussion by detecting cracks within the institutional apparatus itself.

Finally, Arriaga urged people not to oversimplify the conflict. “It’s been blown out of proportion, as if it were a dispute between people with whims for control of an institution. That’s not the case. We’re all colleagues, we all come from a left-wing background, but sometimes, institutionally, they don’t want to discard old practices,” he concluded.

Lukashenko told reporters about the attack, “It is the most savage terrorism, at the highest state level. If that is how it is being presented. And I ask myself, who needs it?”

Russian Foreign Minister Sergey Lavrov accused Ukraine of launching an attack on the presidential residence in the Novgorod region with 91 drones.

Lavrov said all drones involved in the attack were intercepted by air defenses.

The foreign minister stated that Russia does not intend to abandon the negotiation process with the United States following the Ukrainian attack, but will review its position in those talks.

This nation not only efficiently managed the canal’s operation in these 26 years, but also fostered its development through new projects, including the expansion of the interoceanic waterway in 2016, addressed water crises, and increased its operational capacity for global maritime trade, of which it represents approximately six percent.

Historians remember that on December 31, 1999, while the country was awakening, Panama officially became the owner of one of the world’s most strategic infrastructures.

Since its inauguration in 1914, the Panama Canal has operated under US administration. Although the canal crossed the heart of the isthmus, its control remained beyond the reach of the Panamanian state.

With the creation of the Canal Zone, an enclave was established with its own laws, authorities, and a dynamic that separated it from the rest of the country.

The creation of the Panama Canal Authority (PCA) was key to this process. The technical training of Panamanian personnel aimed to ensure that, when the time came for the handover, operations would continue without interruption.

This editorial by Martí Batres originally appeared in the December 29, 2025 edition of El Heraldo. The views expressed in this article are the author’s own and do not necessarily reflect those ofMexico Solidarity Media*, or the* Mexico Solidarity Project*.*

Public health is sustained and developed with fiscal resources.

The Mexican Social Security Institute (IMSS) is funded through a tripartite system: contributions from workers, contributions from employers, and the public budget. The Institute for Social Security and Services for State Workers (ISSSTE) is funded by contributions from workers and, primarily, from the public budget. The IMSS-BIENESTAR program and state health systems are funded directly from the public budget.

However, employee and employer contributions are considered tax obligations, and public resources also derive from the payment of tax obligations. When tax obligations are not met, when those who are required to pay their taxes fail to do so, the public budget in general, and the budget allocated to healthcare in particular, is weakened.

This is particularly noticeable in the case of Mexico.

According to the OECD’s Revenue Statistics 2025 (preliminary data from 2024), Mexico collects only 18.3% of GDP in taxes, well below economies with consolidated welfare states such as Germany (38%), Denmark (45.2%), Sweden (43.4%), Finland (42.2%) and Norway (38.4%).

This is a consequence of the gap already reflected in the progressivity of the Income Tax. While in Mexico the maximum income tax rate for individuals is 35%, in Germany the marginal rate reaches 45% (plus a solidarity surcharge); in Denmark it reaches 52.1% (55.9% considering all components); in Sweden, around 52%; in Finland, up to 55.1% when adding national and municipal taxes; and in Norway, close to 39.7%.

The above leads us to three important conclusions: 1) the largest part of the tax burden in advanced welfare states is contributed by high taxpayers; 2) high taxpayers in Mexico do not contribute in the same proportion as high taxpayers in advanced welfare states; and 3) if, under these conditions, high Mexican taxpayers stop paying what is already lower than in other countries, fiscal resources are significantly affected.

In other words, high-income taxpayers who evade taxes severely affect the availability of public resources for health policies.

It is ironic, not to say cynical, that major tax evaders talk about the shortcomings in health services in their media outlets when the lack of resources is due, above all, to the multiple forms of tax evasion they engage in; and, of course, when they “remained silent as mummies” during the neoliberal period in which health services were dismantled.
