An Medical Report concludes that former Ecuadorian Vice President Jorge Glas requires immediate hospitalization due to severe health deterioration and inhumane prison conditions.


An Integral Medical Assessment Report, issued on December 22 in Santo Domingo de los Tsachilas, has categorically concluded that former Ecuadorian Vice President Jorge Glas requires immediate, non-deferrable hospitalization.

Despite having entire completed his accumulated sentences in the Odebrecht and Bribery cases on October 2, 2025, Glas remains deprived of liberty under the “Reconstruction of Manabi” case. His defense argues that this detention is arbitrary, as the written ruling of the first instance has not yet been delivered, preventing any appeal.

In response to this situation, Glas’s defense filed a corrective habeas corpus on December 22, arguing that his current detention constitutes an arbitrary measure and that the prison conditions pose an immediate vital risk. “A corrective habeas corpus was requested. Because what is happening is no longer ‘serving a sentence’: it is creating conditions to let him die”, affirmed his lawyer Sonia Vera Garcia.

Alarming Health Conditions Revealed

The medical report, issued within the framework of precautionary measures from the Inter-American Commission on Human Rights and provisional measures from the Inter-American Court of Human Rights, details a severe clinical picture for Glas. This includes severe physical deterioration, malnutrition, anemia, instability when standing, deficient medication control, and restricted access to potable water.

“The report begins to describe what is happening to him; the first thing that appears -the most basic, the most outrageous- is this: water. Restriction for hydration and water with characteristics not compatible with drinking water (turbidity, discoloration, bad taste)”, highlighted his lawyer.

The report also registers marked loss of muscle mass (sarcopenia/probable malnutrition), extreme weakness, and recurrent hunger. It also points to the administration of medications by non-healthcare personnel, inadequate storage, and extreme polypharmacy, with risks of sedation, hypotension, delirium, and falls.

Sonia Vera Garcia, who recently met with Glas, described his health state as alarming. “I found him more weakened, more distressed, more resigned. That resignation is the most dangerous sign: when someone stops fighting, the body begins to lose”, she said. Furthermore, she denounced the lack of confidentiality in the weekly remote visits via Zoom with his international defense team, which, she stated, “is not defense, it is surveillance.”

Legal Battle Against Arbitrary Detention

Additionally, the prison environment is under construction, with persistent dust and the absence of a minimal medical area, which makes it “incompatible with clinical stabilization.” The medical assessment itself was conducted without a stretcher, without adequate clinical space, and with a permanent police presence. According to the defense, “this is not medical attention: it is control.”

Thailand rejected Cambodia’s request on Tuesday to hold negotiations on neutral ground to resolve a border dispute between the two countries. Instead, Thailand insists the next round of talks must occur on its own soil.

The refusal was delivered by Thai Foreign Minister Sihasak Phuangketkaew during the Association of Southeast Asian Nations (ASEAN) summit.

He asserted that all discussions “will take place within the framework of the existing Joint Border Commission,” a bilateral body that traditionally rotates its meeting locations between the two nations. Since Cambodia hosted the most recent session, Thailand claims it is now its turn.

Thailand has proposed the border province of Chanthaburi as the venue. Thai Defense Minister Nataphon Narakvanit defended the choice, stating the area “is currently witnessing almost no fighting.”

However, Cambodia opposes this location. In a letter seen by  French news agency AFP, Cambodian Defense Minister Tee Siha contended that Malaysia had already agreed to host both parties in Kuala Lumpur, advocating for a neutral setting.

The procedural dispute unfolds against a backdrop of recent deadly conflict. The first major wave of violence erupted in July, leading to over 43 fatalities and displacing approximately 300,000 people within five days before a fragile ceasefire was established. In late October, through U.S. mediation, both sides signed a ceasefire agreement in Kuala Lumpur. However, Thailand suspended the pact weeks later following a landmine explosion that injured several Thai soldiers.

A plane crash near Ankara, Türkiye, claimed the lives of Lieutenant General Mohammad al-Haddad, Chief of Staff of the Libyan Army, along with four other senior military officials, during their return from an official visit.

The incident occurred during the delegation’s return from Ankara, though no additional details about the circumstances of the crash have been disclosed.

According to Turkish Interior Minister Ali Yerlikaya, the wreckage of the private aircraft with registration number 9H-DFJ was found in the Haymana district, south of Ankara. The aircraft, a Falcon 50, had taken off from Esenboga Airport at 20:10 local time (17:10 GMT) bound for Tripoli. Contact with the crew was lost at 20:52 local time (17:52 GMT) after they issued an emergency signal indicating a possible forced landing in the area.

Among the victims are the Chief of Staff of the Ground Forces, the head of the military manufacturing authority, an advisor to the army chief, and a photographer from the press office.

Previously, the Turkish Ministry of Defense had announced that Al-Haddad was in Ankara to meet with his Turkish counterpart and other senior commanders as part of military and security coordination between Libya and Türkiye.

Libyan Prime Minister Abdulhamid Dbeibeh confirmed the news on Tuesday in a post on the social media platform X, expressing his “deep sorrow and grief” over the loss. “Libya has lost men who served their country with sincerity, discipline, and national commitment,” stated Dbeibeh, who offered condolences to the families, the army, and the Libyan people.

Escalating Extreme Weather Patterns

The recent tornado in Farroupilha is not an isolated incident but rather a symptom of a broader trend of increasing extreme weather events in Brazil.

Just over two weeks prior, on December 8, another tornado wreaked havoc in the city of Flores da Cunha, also in Rio Grande do Sul, leaving behind a trail of destruction across homes and agricultural lands. This recurring pattern underscores a growing vulnerability in the region to such meteorological phenomena.

Official data indicates a significant rise in tornado occurrences across Brazil, with approximately 90 tornados recorded in various regions throughout 2025. This statistic highlights a concerning increase in the frequency of these extreme events, particularly impacting the southern regions of the country. Consequently, there is an urgent need to reinforce early warning systems and enhance prevention policies to better protect vulnerable communities and infrastructure from the escalating threat of severe weather.

Venezuela denounces the US for “extortion” at an emergency meeting of the UN Security Council.

Caracas (OrinocoTribune.com)—Tuesday, during an emergency United Nations Security Council (UNSC) meeting, Venezuela condemned what it called the “confession of a crime of aggression” by the United States. Ambassador Samuel Moncada detailed US crimes in region, including a declared naval blockade of Venezuela, the theft of four million barrels of Venezuelan oil, and electronic warfare in Venezuelan airspace, all of which constitute violations of international law and threats to peace.

Venezuela noted that on December 16, US President Donald Trump publicly declared the following: “Today, I am ordering a total and complete blockade of all sanctioned oil tankers entering and leaving Venezuela.” Moncada described this as an admission of a “crime of aggression,” with which the US ruler intends to “turn back the clock of history 200 years to establish a colony in Venezuela.” Naval blockades are defined by the United Nations and international law as an act of war.

Ambassador Moncada explained how, on December 10, US military forces violently attacked a legitimate merchant vessel in international waters of the Caribbean, subdued and abducted its crew, and illegally seized a cargo of Venezuelan oil. He described this act as a “robbery carried out by military force,” which sets an “extremely serious precedent for the security of navigation and international trade,” as it constituted and act “worse than piracy.”

Similarly, on December 20, a second incident occurred when another tanker transporting Venezuelan oil was seized by US military forces in international Caribbean waters. The cargo was stolen and the crew kidnapped. Subsequently, US War Secretary Pete Hegseth informed that these types of criminal operations would continue, and President Trump declared that he would keep the stolen oil. Moncada questioned the US government’s right to “seize four million barrels of Venezuelan oil.”

The ambassador noted that naval blockades are a military act and that this blockade aims to establish a state of siege against the Venezuelan nation, degrading its economic and military apparatus, weakening its social and political cohesion, and “provoking internal chaos in order to facilitate aggression by external forces, that is, an armed attack.” Moncada noted that Trump himself is violating the right to existence of the entire Venezuelan people, “deliberately denying them the essential means for their subsistence.”

Moncada also condemned Trump’s November 29th statement that “all airlines should consider the airspace over and around Venezuela as completely closed.” According to the ambassador, this declaration was implemented through an electronic warfare campaign by US military forces in the region. These forces have targeted the navigation instruments of civilian aircraft transiting Venezuelan and Caribbean airspace “in order to provoke a security incident.” These actions nearly caused at least two tragedies involving US passenger aircraft that came within seconds of colliding with US Air Force planes, he said, concluding that the US regime represents a threat to its own citizens, Venezuela, and the entire continent.

The Venezuelan diplomat noted that all these actions, along with unannounced military incursions into Venezuela’s information flight zone, constitute provocations aimed at fabricating an excuse for direct military confrontation by invoking UN Charter Article 51. He warned the world that Venezuela is only the “first target of a larger plan” that seeks to divide and conquer the continent “piece by piece,” a continental ambition expressed in Washington’s recently released National Security Strategy with the restoration of the Monroe Doctrine now accelerated by the “Trump corollary.”

Finally, Ambassador Moncada repudiated this “dangerous manipulation” and assured the world that Venezuela “will not lose its composure in defending the peace of our nation.”

“The threat is not Venezuela,” stated Moncada. “The threat is the United States government.”

Weak response from the US
“The United States will do everything in its power to protect our hemisphere, our borders, and the US people,” responded Washington’s ambassador to the UN, Mike Waltz, repeating the US narrative of an alleged “war on drugs.” However, he offered no explanation regarding the theft of Venezuelan oil and tankers nor regarding the abduction and disappearance of their crews, nor did he address the extrajudicial killings that have claimed the lives of 105 civilians in small boats since September.

Waltz simply repeated that the US will impose “maximum” sanctions on Venezuela and reiterated that Trump has been “very clear” in his intention to use “the full power and force of the US” to confront and eradicate drug cartels despite narcotics trafficking in Venezuela representing only a neglibile proportion of international drug trafficking.

China
The ambassador to the UN of the People’s Republic of China, Sung Lei, urged the US to “immediately” stop its acts of aggression against Venezuela, as they constitute a serious violation of the UN Charter. He called on Washington to respect freedom of navigation in the region, lift unilateral sanctions, and do more to promote peace in Latin America and the Caribbean.

He noted that an increasing number of countries, including those from other regions, have expressed concern and firm condemnation of the acts of war perpetrated by the US.

“China stresses the importance of the recent letter issued by President Maduro. As an independent and sovereign state, Venezuela has the right to independently develop mutually beneficial cooperation with other countries and to defend its legitimate rights and interests,” he added.

Sung emphasized that China opposes all acts of unilateralism and harassment. “We are against the threat and use of force in international relations, as well as against external interference in Venezuela’s internal affairs, and we are against unlawful unilateral sanctions and a jurisdiction that has no basis in international law,” he said.

Russia’s response
Russian Ambassador Vasily Nebenzya also condemned US aggression against Venezuela and expressed his belief that Washington’s “cowboy behavior” intends to erode regional peace by launching military threats on the continent through extrajudicial executions.

“It seems that the White House decided to dust off the old practice of fighting terrorism as a pretext to interfere in the internal affairs of other states, in this case Venezuela,” he said in reference to the US claims that it is prosecuting a “war on drugs.”

Ambassador Nebenzya condemned the statements in which Trump confessed that his plan was to seize Venezuelan oil and in which he claimed, without any basis, that this oil belongs to the US. “We see no point in delving into this matter through pseudo-legal tricks used by the US, which are incompatible with international law,” said Nebenzya. “Today, we see international law being trampled upon. This is about seizing the natural resources of another state by exerting political and military pressure.”

“For several months now, the entire world has had the opportunity to observe the way that the US has been continuing to deliberately foment tensions around the friendly nation of Venezuela under the pretext of combating drug trafficking and the terrorist threat,” added the Russian diplomat. “This artificial smokescreen is concealing the goal of US military groups exerting pressure on an independent state whose policy is not to the liking of Washington.”

Nebenzya emphasized that the US naval blockade against Venezuela constitutes a blatant act of aggression. He also noted that what Washington is doing to Caracas could be done to other Latin American countries.

“Don’t ask for whom the bell tolls — the bell tolls for you,” said Nebenzya. “Washington respects independence only if states tailor their policies to US interests. Otherwise, they will be treated the same way that Venezuela is being treated.”

Other international reactionsSierra Leone’s ambassador called for preventing an escalation in the Caribbean and near Venezuela and called for maintaining Latin America and the Caribbean as a zone of peace. The Mexican ambassador said that it is imperative to preserve the Latin American and Caribbean region as a space for peaceful coexistence.

The Cuban ambassador condemned the actions of the US as irresponsible, saying, “They seem to have no limits, as they impose the application of the law far from their territory with assault and the appropriation of property.”

Another US extrajudicial killing
Meanwhile, on Monday, the US Southern Command (SOUTHCOM) reported, by way of a social media post, another strike against a “low-profile vessel” in the eastern Pacific, killing one civilian.

“On Dec. 22, under the orders of Secretary of War Pete Hegseth, Joint Task Force Southern Spear conducted a lethal kinetic strike against a low-profile vessel operated by designated terrorist organizations in international waters,” it reported.

Venezuela Warns the World About US State-Sponsored Attacks and Piracy That Could Destabilize the Entire World

SOUTHCOM did not provide details on the exact location of the attack, the alleged criminal organization involved, the name of the victim, or any other relevant piece of information, continuing with its controversial, shadowy operation that has ignited local and international uproar.

With this latest attack, the number of civilian victims assassinated by the US military has reached 105 in 29 strikes since September 2. Despite the US narrative against drugs and Venezuela, the number of attacks and victims in the Eastern Pacific area now surpasses those in the Caribbean Sea. Venezuela does not have territorial access to the Pacific Ocean.

So far, 18 strikes have been launched in the Eastern Pacific vs. 11 in the Caribbean. In total, 54% of the assassinated civilians (57) have been killed in the Eastern Pacific vs. 46% (48) in the Caribbean Sea, according to Orinoco Tribune’s detailed count.

In a contradictory fashion, a video of US Secretary of State Marco Rubio began to go viral on social media networks. This trending video shows Rubio in a state that is being described by many as that of a person who has consumed a great quantity of cocaine.

Marlon Ochoa, a member of Honduras’ National Electoral Council (CNE), denounced on Tuesday, December 23, an attempt to carry out an electoral coup by proposing to officially declare a president-elect, mayors, and members of parliament without completing the special recount or processing thousands of tally sheets. Ochoa described the measure as a “crime” and an “imprescriptible offense” of “treason against the nation,” attributing the pressure to “blatant and shameless” foreign interference.

The denunciation centers on a summons issued by the CNE’s Secretary General, lawyer Telma Martínez—appointed by President Ana Paola Hall—for a plenary session to declare the results of the presidential, municipal, and legislative elections. However, 449 presidential tally sheets, 2,417 municipal tally sheets, and 7,901 legislative tally sheets remain to be processed, contradicting Article 283 of the Electoral Law, which mandates the analysis and verification of all 19,167 tally sheets generated during the process.

According to Ochoa, the proposal aims to declare winners with only 97.7% of the presidential tally sheets, 74.8% of the municipal tally sheets, and 58.8% of the legislative tally sheets processed—figures that do not meet the legal requirements for a valid declaration. “This isn’t a recount; it’s a farce,” the council member stated.

Irregularities in tally sheets and ballots have also been identified during the special recount. Ochoa revealed cases in which 100 ballots appeared marked in a single ballot box, even though only 30 voters were registered in the corresponding voter registry. Despite this, special verification and recount boards have refused to validate these results.

The council member also presented compromising audio recordings involving former president Juan Orlando Hernández—currently facing drug trafficking charges—and foreign presidential advisor Fernando Cerimedo, in which they allude to a “pattern of vote manipulation,” describing ballots that were “fixed” or “prepared” with no trace of actual use by voters.

“The pressure is coming primarily from abroad,” Ochoa emphasized, citing statements from the U.S. State Department, the OAS, the UN, and the European Union, all urging that “a winner be declared as soon as possible.” He also denounced that the U.S. government threatened economic sanctions if Nasry Asfura, the National Party candidate, was not elected, and sent text messages to remittance recipients warning of potential losses if the candidate aligned with Washington’s interests did not prevail.

Ochoa pointed out that council members Ana Paola Hall and Cosette López Osorio have not attended their duties for 13 days, limiting their communication to brief calls and faxes. The council member concluded that these actions constitute a “violation of respect for the sovereign will of the people.”

Introduction
In a working paper and accompanying op-ed published in March of this year, Dany Bahar and Ricardo Hausmann claimed to find evidence of a positive relationship between Venezuelan oil income and migration flows to the United States. Rodríguez, Rosnick, and Bravo showed that these results were driven by a coding error: The authors had incorrectly used a twelfth-difference operator instead of year-on-year seasonal differencing. After correcting this error, the statistical significance of their results disappeared. Further, the observed correlation between Venezuelan migration flows and oil revenues was not robust to the inclusion of controls for labor market tightness in the United States.

Bahar and Hausmann 3 acknowledged that their results lost statistical significance after correcting the coding error yet argued that their positive point estimates still provided evidence against the hypothesis that sanctions — which reduce Venezuelan oil revenues — were a driver of Venezuelan emigration flows to the United States.

In this paper, we address a separate problem with the Bahar-Hausmann approach: their incorrect application of cointegration methods.

Bahar and Hausmann’s results come from two empirical specifications that are premised on the existence of a cointegrating relationship between migration and oil revenues. Citing results from an Engle-Granger cointegration test, they claim to find evidence of such a relationship. Yet those results come from misapplying a misspecified, nonstandard version of the test and disappear once the error is corrected.

The cointegration results reported by Bahar and Hausmann derive from applying an Engle-Granger test to first differences of their variables of interest. However, the Engle-Granger test is designed to be applied to the levels of variables that are integrated of order one, not their first differences. By first differencing the series before applying the Engle-Granger test, Bahar and Hausmann are incorrectly testing for cointegration between two stationary series. Because the test evaluates the stationarity of the residuals from a regression involving potentially cointegrated series, applying it to stationary first differences will virtually guarantee a spurious
rejection of the null of no cointegration.

As we show below, once we correct this misspecification, the evidence of cointegration in the Bahar and Hausmann data disappears. This implies that their empirical framework is inadequate and uninformative with respect to the existence of a long-run relationship between oil revenues and migration flows of Venezuelan nationals to the United States.

Conclusions
This research paper has argued that the claim made by Bahar and Hausmann— that sanctions on Venezuela’s oil industry are not a driver of migration flows to the United States—finds no support in their own data. We have shown that Bahar and Hausmann’s results were based on their use of a nonstandard and misspecified test to evaluate the existence of a long-run cointegrating relationship between Venezuelan migration to the United States and Venezuelan oil revenues. Once their mistake is corrected, evidence of cointegration disappears, rendering their empirical approach invalid.

We have established that when the Bahar-Hausmann test is applied to independent weakly stationary series, the probability that it will find evidence of cointegration 100 percent of the time, even when such a relationship does not exist, approaches one as the sample size increases. We also provide Monte Carlo simulations on time series of the length used by Bahar and Hausmann that yield a false positive rate of 100 percent for two independent non-cointegrated unit root processes. These results imply that the Bahar-Hausmann approach is guaranteed to find evidence of cointegration even when no such relationship exists. We also showed that when one runs
cointegration tests on the levels of logarithms—the only formulation consistent with the empirical specifications adopted in their time series regressions—there is no evidence of cointegration in these tests. This renders their empirical approach, including both the level regressions and ARDL specifications, as inherently misspecified and therefore uninformative about the true nature of the relationship.

These results are not surprising. As discussed in greater detail in Rodríguez, Rosnick, and Bravo, there are reasons to be skeptical about the use of data on US border encounters of Venezuelan nationals to assess hypotheses about the effects of sanctions on migration flows. A large share of Venezuelans who attempt to enter the United States today have spent several years living outside of Venezuela, often in countries like Colombia, Peru, or Mexico. It is unclear why their decisions to migrate to the United States would be affected by fluctuations in the resources under the control of Nicolás Maduro’s government. As we also show there, any residual
correlation between migration and oil prices is explained by the fact that oil prices were strongly correlated with economic conditions in the United States in a period that includes the COVID pandemic. Strikingly, Bahar argues that US labor market conditions are a key determinant of border crossings, yet Bahar and Hausmann make no effort to control for this effect.

Moreover, directly testing for the impact of oil revenues on migration flows fails to capture the broader economic dynamics likely to influence migration decisions. Since 2012, Venezuela has suffered the largest documented economic collapse to occur outside of war, and the dramatic increase in emigration during this period suggests that deteriorating economic conditions have been a central factor. In this context, it appears more reasonable to first assess the impact of economic sanctions on Venezuelan economic performance and to separately assess how deteriorating living standards have affected migration decisions.

CBS Censors Report on El Salvador’s CECOT Prison

Bahar and Hausmann have proposed an interesting hypothesis: that expectations of regime change may themselves be a major driver of migration. This idea is not necessarily inconsistent with the view that deteriorating incomes—partly due to sanctions—have contributed to rising emigration. The possibility that migration decisions are shaped by potential migrants’ expectations about future economic and political conditions appears inherently plausible.

More empirical work is certainly needed to better understand the extent to which economic and noneconomic factors have contributed to Venezuelans’ emigration decisions and to clarify how past and current conditions—as well as expectations of change—shape these choices.

While we believe that Bahar and Hausmann’s empirical work has failed to yield informative answers to these questions, we consider the questions they have raised to be highly relevant and deserving of further empirical investigation.

On Sunday, the CBS TV network pulled down the report “Inside CECOT” hours before its scheduled broadcast in the United States. It was part of their ’60 Minutes’ program, and it documented the torture, sexual, and physical abuse at the Salvadoran prison.

CBS editor-in-chief Bari Weiss justified the decision by saying that additional context and more interviews with officials in the administration of U.S. President Donald Trump were needed, including Stephen Miller, former White House advisor and architect of the mass deportation policy.

Sharyn Alfonsi, the journalist who worked on the report, argued that the story had been reviewed five times and approved by lawyers and the CBS Standards and Practices department. She denounced that the cancellation was political rather than editorial.

However, the report was broadcast in Canada on Global TV, the network that holds the rights to 60 Minutes in that country, and remained available for two hours before also being taken down. The report quickly went viral on social media through clips shared by users.

Previously, human rights defenders denounced that Venezuelans deported from the U.S. to El Salvador were subjected to torture, sexual violence, and systematic ill-treatment at CECOT, a mega-prison built for gang members.

The Trump administration, in agreement with Salvadoran President Nayib Bukele, transferred 252 Venezuelan migrants between March and April. They were accused, without evidence, of belonging to the Tren de Aragua criminal group, designated as a terrorist organization by the United States.

According to human rights international organizations, the U.S. government paid El Salvador millions of dollars to arbitrarily detain Venezuelans, who were beaten almost daily and held for four months until their repatriation in July through a prisoner exchange between Washington and Caracas.

The abuses were not isolated incidents, but rather systematic human rights violations, including incommunicado detention, insufficient food, and precarious hygiene conditions.

The Gaza Strip Government Media Office condemned Israel’s serious and systematic violation of the October 10 ceasefire agreement, recording 875 breaches of the truce. “At least 411 Palestinians have been killed and another 1,112 wounded in Israeli attacks on Gaza since the ceasefire began,” the agency reported.

Alarming Shortage of Medicines Due to Israeli Blockade

The Palestinian Ministry of Health denounced an “alarming” shortage of medicines and medical supplies in the Gaza Strip on Tuesday, due to persistent Israeli restrictions and the offensive that has been ongoing for more than two years. This situation is severely compromising emergency and surgical care for hundreds of thousands of patients in the devastated territory.

According to the official statement from the Ministry of Health, the number of items completely out of stock on the essential medicines list has reached 321, representing a 52 percent shortage. On the list of medical consumables, the figure rises to 710 items out of stock, with a 71 percent shortage, while the shortage rate for laboratory tests and blood bank supplies has reached 59 percent.

The most critical shortage of medicines is being experienced in emergency services, particularly life-saving intravenous solutions, intravenous antibiotics, and painkillers.

This critical shortage of emergency and intensive care services is potentially depriving 200,000 patients of urgent care, 100,000 of surgical services, and 700 of intensive care. Additionally, the Ministry cited a severe lack of supplies in areas such as renal care, cancer treatment, open-heart surgery, and orthopedic treatments, among other essential services.

The president also noted that global technological advances are reshaping the economic axis toward the Indo-Pacific region, with China and India as the main drivers.

He added that this phenomenon has been recognized in a recent U.S. National Security document, which “confirms that the United States is neither the economic nor the technological center of the world.”

At another point, the Venezuelan leader reiterated the need to generate new sources of foreign currency and interconnect an economy that “is growing at its own pace, self-sustaining thanks to the 14 engines of the Bolivarian Economic Agenda,” within the framework of the transition toward a diversified and sovereign production model.

“Each of the 14 Productive Engines is harmoniously integrated with national policy. This has given us a new economic model: diversified, independent, productive, and dedicated to the comprehensive development of the nation,” President Nicolás Maduro emphasized.

Caracas denounces the US strategy as an attempt to force “regime change” in order to control oil and other strategic assets, while the US military deployment—which includes 15,000 troops, warships, an aircraft carrier, planes, and helicopters—has resulted in the deaths of more than 100 people in over 20 bombings of vessels in the Caribbean and the Pacific.

The UN has called for “urgent independent investigations” and urged Washington to take measures to prevent extrajudicial killings. Recently, the U.S. government ordered a “total blockade of all sanctioned oil tankers entering and leaving Venezuela,” based on unfounded accusations and a new narrative linking President Maduro’s government to “narco-terrorism” through the alleged use of “oil, land, and other assets stolen from the U.S.”

Venezuela’s ambassador to the United Nations (UN), Samuel Moncada, denounced before the Security Council on Tuesday that the United States has committed acts constituting a “crime of aggression” against his country, including a naval blockade, the theft of 4 million barrels of oil, and electronic warfare operations in its airspace—actions that violate international law and threaten regional peace.

During the session entitled “Threats to International Peace and Security,” Moncada presented a detailed accusation against the US government, based on recent statements and actions attributed to President Donald Trump and senior officials in his administration.

“Today I am ordering a total and complete blockade of all sanctioned oil tankers entering and leaving Venezuela,” Trump stated on December 16, as Moncada recalled. The ambassador described this statement as a “confession of a crime of aggression,” whose objective, he said, is “to turn back the clock of history 200 years to impose a colony on Venezuela.”

Moncada explained that on December 10, U.S. military units intercepted a legitimate merchant vessel carrying Venezuelan oil in international waters in the Caribbean. According to his account, the crew was subdued and kidnapped, and the cargo was illegally seized. “This theft carried out by military force is worse than piracy,” he stated, warning that it sets an “extremely dangerous precedent for the safety of navigation and international trade.”

A second, similar incident occurred on December 20, when another vessel carrying Venezuelan oil was boarded by U.S. military forces in international waters in the Caribbean, with the same result: cargo stolen and crew detained. Moncada highlighted that U.S. Secretary of War Pete Hegseth announced that these types of operations would continue, and that Trump publicly declared he would “keep the stolen cargo.”

“By what right does the U.S. government appropriate 4 million barrels of Venezuelan oil?” the ambassador questioned, emphasizing that these actions are part of a “supposed naval blockade” whose purpose is to besiege Venezuela, degrade its economy and military apparatus, weaken its internal cohesion, and “provoke internal chaos in order to facilitate aggression by external forces.”

In addition to the maritime blockade, Moncada denounced an electronic warfare campaign in Venezuelan airspace. He recalled that on November 29, Trump declared that “all airlines should consider the airspace over and around Venezuela as totally closed.” He asserted that this order has been implemented through electronic interference that blinds the navigation instruments of civilian aircraft.

The ambassador warned that these interferences “have nearly resulted in at least two tragedies,” including incidents in which U.S. civilian aircraft came within seconds of colliding with U.S. Air Force planes. Furthermore, the risk extends to the airspace of other nations, such as the Netherlands Antilles.

Moncada maintained that these actions seek to “fabricate a provocation that allows them to falsely invoke Article 51 of the Charter of the United Nations,” which authorizes self-defense. “The aggressor needs its propaganda machine to present it to the world as the victim of aggression in order to initiate an armed conflict,” he explained.

In his remarks, the Venezuelan diplomat linked these aggressions to the Monroe Doctrine in the 21st century, aggravated, he said, by a “Trump corollary” that seeks to “divide and conquer the continent piece by piece.” He recalled that Latin America and the Caribbean were declared a “zone of peace” by CELAC in 2014, and affirmed that the actions of the United States represent a “threat to the entire region.”

“The threat is not Venezuela, the threat is the United States government,” Moncada concluded, reiterating that his country “will not lose its composure in defending the peace of our nation,” but warned that the events presented constitute a “cumulative process of aggression that increases the destructive impact on the Venezuelan nation.”

“Venezuela has the right to independently develop mutually beneficial cooperation with other countries,” stated the Chinese representative.

The Chinese government categorically condemned the arbitrary seizure of tankers carrying Venezuelan oil by the United States, considering this action a serious violation of international law and the basic principles governing relations between states.

Chinese Foreign Ministry spokesperson Lin Jian condemned the seizure of vessels without authorization from the UN Security Council as an illegitimate unilateral action lacking any international legal basis.

“The arbitrary seizure by the United States of vessels from other countries seriously violates international law,” the diplomat stated, while reiterating Beijing’s consistent position against unilateral coercive measures imposed outside of multilateral mechanisms.

As Lin Jian stated, China “opposes any action that violates the purposes and principles of the UN Charter, infringes upon the sovereignty and security of other countries, and opposes all unilateral intimidation.”

Lin Jian emphasized that Venezuela has the full right to sovereignly develop energy and trade cooperation with other countries and expressed his conviction that the international community understands and supports Caracas in defending its legitimate rights and interests.

China’s reaction comes after US President Donald Trump referred to the Venezuelan government as a “foreign terrorist organization” and announced a total blockade of all sanctioned oil tankers traveling to or from Venezuela. Following these statements, US military forces seized at least three tankers carrying Venezuelan crude oil.

Meanwhile, Trump has openly threatened Venezuela, demanding the return of assets allegedly “stolen” from the United States and announcing military action under the pretext of combating drug trafficking—a narrative that, without evidence, Washington has used to increase its armed presence in the Caribbean.

Since September 2025, the United States has sunk 24 small boats in Caribbean waters with missile strikes, claiming that the passengers were transporting drugs. Over 100 sailors have been unilaterally executed in this manner by US forces. Caracas and other regional actors have repudiated these actions as violations of sovereignty and threats to regional security.

On November 3, Trump asserted that “Nicolás Maduro’s days are numbered,” although, at the same time, he claimed that Washington was not planning a war against Venezuela. The Venezuelan government described these statements as a direct provocation intended to destabilize the region, as well as a violation of international agreements on the demilitarized and non-nuclear nature of the Caribbean.

In this context, Russian Foreign Ministry spokeswoman Maria Zakharova warned of the sustained increase in tension surrounding Venezuela, an ally of Moscow, and cautioned that unilateral US decisions pose a direct threat to international navigation and regional stability.

The United Nations Security Council debated the escalating US aggression against Venezuela on Tuesday, in a session where Russia presented a strong denunciation of what it called a “blatant blockade” and interference that threatens regional peace and violates international law.

During the meeting, Vasily Nebenzya, Russia’s Permanent Representative to the UN, stated that Washington is destroying civilian vessels in the Caribbean Sea under the illicit pretext of combating drug trafficking, a justification that Moscow considers “artificial” and intended to exacerbate tensions against a sovereign state.

The Russian diplomat emphasized that the White House has “dusted off the practice of fighting terrorism as a pretext for interfering in the internal affairs of other states,” by labeling the legitimate government of Venezuela a terrorist organization.

Nebenzia rejected the notion that the unilateral US decision transforms its actions into legitimate law enforcement or national defense activities. He criticized what he called “US pseudo-legal tricks,” stating that they are “untenable and incompatible with international law.”

In this regard, he cited the US president’s December 16 statement as clear evidence of the violation of fundamental norms, asserting that it “requires no further interpretation.”

The Russian representative maintained that the main objective of these actions is “to seize the natural and mineral resources of another state” through political, military, and economic pressure to overthrow a government deemed “undesirable” by Washington. He described these actions as “totally unacceptable” and contrary to the UN Charter, the United Nations Convention on the Law of the Sea (UNCLOS), and Security Council resolutions.

Nebenzia warned that the US blockade of Venezuela’s coasts constitutes an act of aggression, the “catastrophic consequences” of which will be Washington’s responsibility. Furthermore, he pointed out that these actions are not isolated, but rather part of a strategy that could become a model for future military interventions in Latin America, in line with what Russia calls the “Trump corollary to the Monroe Doctrine.”

According to the diplomat, this policy would be applied against those states that seek to maintain a sovereign policy and autonomously determine their political, economic, and cultural systems.

“Washington will not respect their independence and autonomy, nor will it take their interests into account if they wish to do otherwise,” he declared.

In concluding his remarks, Nebenzia reaffirmed Russia’s full solidarity with the Venezuelan people and their president, Nicolás Maduro, whom he described as a defender of national sovereignty.

Cuban Foreign Minister Bruno Rodríguez Parrilla denounced on Tuesday, December 23, that the United States’ designation of fentanyl as a “weapon of mass destruction” is part of a strategy to generate “false pretexts” and launch “acts of war” against countries in Latin America and the Caribbean.

In a statement published on the social media platform X, Rodríguez acknowledged that fentanyl use is a real and serious problem in the United States, where it causes between 200,000 and 300,000 deaths annually, according to figures cited by the US administration. However, he warned that classifying this substance as a weapon of mass destruction seeks to destabilize sovereign governments and facilitate the appropriation of natural resources in the region.

“Washington is trying to ignore the multifactorial origins of fentanyl use,” stated the Cuban Foreign Minister, while accusing the U.S. administration of “covering up” the malpractice of pharmaceutical corporations. Among these, he mentioned the indiscriminate prescription of opioids, amphetamines, and oxycodone, as well as the limited and costly access to healthcare and the profound socioeconomic vulnerabilities affecting the U.S. population.

The Venezuelan National Assembly passed the Law to Guarantee Freedom of Navigation and Trade Against Piracy, Blockades, and Other International Illicit Acts on Tuesday, in response to actions taken by the United States against the South American nation, including the hijacking of oil tankers and a naval blockade in the Caribbean.

The legislation, unanimously approved in an extraordinary session, consists of 15 articles and will be sent to President Nicolás Maduro for promulgation. Its scope covers individuals, legal entities, and foreigners who commit the crimes described in the law, reinforcing the defense of Venezuelan maritime sovereignty.

The Speaker of Parliament, Jorge Rodríguez, highlighted that this law is the 100th passed by the assembly and described it as “a law of dignity against the privateers of the Caribbean.” He also emphasized that the laws enacted by the current legislature seek “the benefit of the people, for the economy, the defense of the homeland, to fulfill the legislative mandate and the provisions of the National Constitution.”

Rodríguez contrasted the work of parliament with that of sectors of the opposition, whom he accused of “handing the nation over to foreign empires, stealing, promoting sanctions and blockades, and destroying the State’s natural resources.” He thanked the deputies for their “courage, tenacity, and strength,” highlighting that today Venezuela has “a strong, courageous, patriotic, Venezuelan Legislative Branch.”

The law is a response to recent US aggression, including a military deployment in the Caribbean region starting in August 2025, and seeks to protect the country’s maritime and commercial interests against acts considered international piracy.

President Sheinbaum announced measures to incorporate water from the San Juan River.

On Monday, Mexican President Claudia Sheinbaum stated that the use of water from other basins in the north of her country to comply with the 1944 Water Treaty with the United States has had minimal impact on border farmers.

She announced extraordinary measures to incorporate water from the San Juan River in Nuevo Leon, in response to pressure from U.S. President Donald Trump regarding potential tariffs.

Sheinbaum explained that her administration worked with the states of Coahuila, Tamaulipas, Sonora, Chihuahua, and Nuevo Leon to design a plan that would guarantee minimal impact and consensus in the distribution of water resources.

Water deliveries from the Rio Grande will be made in accordance with the stipulations of the Treaty and corresponding Minutes 234 and 331, which prioritize human consumption and agricultural use in Mexico.

Sheinbaum assured that the plan is legal, transparent, and has been implemented in the past, in addition to reinforcing investments by the National Water Commission (Conagua) in efficient irrigation and low-water-consumption crops.

The text reads, “Mexico doesn’t owe water to anyone: Former Chihuahua Governor Patricio Martinez. He stated that the Donald Trump administration is misinformed regarding the 1944 Water Treaty, which establishes the rules for sharing water from international rivers between Mexico and the U.S.

The Mexican Secretariat of Foreign Affairs (SRE) confirmed that the extraordinary actions include volumes from the San Juan River, a tributary of El Cuchillo Dam in Nuevo Leon, previously used to attend to compromises.

According to the Treaty, Mexico will release 249.1 billion cubic meters of water before January 31, 2026, with deliveries that already began on December 15. The Treaty stipulates that the U.S. deliver 1.85 billion cubic meters annually from the Colorado River to Mexico, while Mexico must contribute 2.185 billion cubic meters from the Rio Grande in five-year cycles.

The Secretariat reiterated that Mexico is closely monitoring its international commitments and coordinating with users of the basin. The country will guarantee drinking water for Mexican populations that depend on these water sources.

The municipal government of General Bravo, Nuevo Leon, alerted citizens about the opening of the floodgates of El Cuchillo dam and recommended that they stay away from the San Juan River.

Sheinbaum traveled across Mexico from end to end in 2025

President Claudia Sheinbaum traveled more than 104,000 kilometers during her work tours in 2025, the equivalent of circling the Earth eight times. She covered 84,407 km by air and 19,965 km by land, with visits to all of the country’s 32 states, with an intensive agenda in the field in Mexico City, the State of Mexico, Hidalgo, Veracruz, and Puebla.

ENCODAT 2025: drug use declines and prevention works

ENCODAT 2025, the National Survey of Drug, Alcohol, and Tobacco Consumption, presented by the Ministry of Health, confirms that experimental use of illegal drugs decreased from 6.2% to 4.1%, and that fentanyl maintains a minimal prevalence (0.2%).

Sheinbaum explained that these results are linked to the campaign “Stay away from drugs. Fentanyl kills you,” which reached schools and communities. The President expressed her condolences to the families of the victims of the accident involving a Ministry of the Navy aircraft that occurred in Galveston, Texas. She noted that the corresponding investigation is underway to determine the causes of the accident and pledged that the Mexican government will provide assistance and support to all affected families.

Economic activity on the rise and inflation continues to fall

Sheinbaum reported that the Global Indicator of Economic Activity (IGAE) posted monthly growth of 1.0% in October 2025, in seasonally adjusted figures, reflecting greater economic dynamism. The President also emphasized that inflation continues to decline, dropping from 3.99% on November 20 to 3.72% in the first half of December, confirming an environment of economic and price stability.

Sheinbaum rules out a tax on video games and opts for prevention

The Mexican government will not impose a tax on video games, as there are no clear criteria to define which games promote violence. Instead, awareness campaigns will be promoted for young people and adolescents about the risks of addiction and violent behavior, prioritizing prevention.

Health sector strengthens care for childhood cancer

Three key advances of the Childhood and Adolescent Cancer Program were highlighted: the implementation of National Medical Care Protocols (PRONAM) for each type of childhood cancer, guaranteed supplies of medications, and the creation of the National Childhood Cancer Registry, which will enable follow-up and improved care for children and adolescents.

Police say she was detained under anti-terrorism law for supporting a banned group during demonstration.

On Tuesday, the protest group “Prisoners for Palestine” said Greta Thunberg was detained in London during a demonstration in support of eight pro-Palestinian activists who are on a hunger strike in prison.

The 22-year-old Swedish activist joined dozens of people on Monday to show solidarity with detainees linked to Palestine Action, a social organization that has been banned by the British government.

Prisoners for Palestine posted a video on its Instagram account showing Thunberg sitting on the ground holding a sign in support of the detainees as two law enforcement officers film her arrest.

Thunberg was detained during a protest outside the headquarters of Aspen Insurance, an insurer for the Israeli-linked arms company Elbit Systems. She was arrested under anti-terrorism legislation for holding a sign that read: “I support Palestine Action prisoners. I oppose genocide.”

The group said it targeted the company because it provides services to defense firm Elbit Systems. Two activists sprayed red paint on the building’s facade before police arrived and made arrests.

In a statement, London’s Metropolitan Police said demonstrators used hammers and red paint “to damage a building,” and that a man and a woman were arrested on suspicion of criminal damage.

“They glued themselves near the doorway, and specialist officers are working to free them and place them into police custody,” the Metropolitan Police said.

“Shortly afterward, a 22-year-old woman also attended the location. She was arrested for displaying an item (in this case, a placard) in support of a proscribed organization (in this case, Palestine Action), contrary to Section 13 of the Terrorism Act 2000,” the Met said, in an apparent reference to Thunberg.

The British government decided earlier this year to proscribe Palestine Action after determining that its activities crossed the threshold of what is considered terrorism under the Terrorism Act 2000.

The main reasons cited by the government of Prime Minister Keir Starmer included serious criminal damage, after members of the group entered the Royal Air Force base at Brize Norton, where they sprayed red paint on two military aircraft.

Valdes stated that during the meeting, satisfaction was expressed regarding the development of bilateral relations between Azerbaijan and Cuba, highlighting the close cooperation between the two countries in numerous areas, including the health sector.

It was also noted that the arrival of teams of Cuban specialists in Azerbaijan in 2020, as part of the measures aimed at preventing the widespread transmission of the Covid-19 pandemic, contributed to further strengthening bilateral relations between the two countries.

The parties also highlighted the importance of the “Memorandum of Understanding between the Ministry of Health of the Republic of Azerbaijan and the Ministry of Public Health of the Republic of Cuba” signed during a visit by a Cuban Ministry of Health delegation to Baku in 2023.

This document contributes to strengthening bilateral relations in the development of health and medical science, as well as to the implementation of cooperation programs, the Cuban diplomat noted. During the meeting, they also exchanged views on other matters of mutual interest.

Through its website, the multilateral organization reiterated its concern about the collapse of the health system in the Palestinian territory, which is under attack by Israel, and called for respect for the work of its teams on the ground.

According to the World Health Organization, more than 10,600 seriously ill patients have been evacuated to date, including 5,600 children, but many need to be transferred to places where they can receive adequate care.

For its part, Gaza Ministry of Health reported that at least 1,092 patients died while awaiting evacuation between July 2024 and November 28, 2025, a figure that could be lower than the actual number.

Recently, UN spokesperson Stepphane Dujarric warned that, despite the ceasefire, reports of airstrikes, shelling, and gunfire continue to arrive, resulting in more casualties and further disruptions to humanitarian operations.

He also noted that, faced with an extreme shortage of shelter, many families are taking refuge in partially or severely damaged buildings to protect themselves from the weather, several of which have collapsed.

The UN reiterated its call for Israel to lift all restrictions on the entry of aid, including shelter materials.
