[The European Commission] is also working on legal options to allow EU companies to break existing gas supply contracts with Russia without facing penalties, [according to a] senior official. ...

With some member states vowing to block any EU sanctions on Russian gas, the Commission is instead looking at other tools that could hasten the end of Europe's reliance on Russian energy. It plans to set out options for doing this in a "roadmap" due on May 6.

The move to forbid new contracts is aimed at cutting European companies' spot purchases of Russian liquefied natural gas (LNG).

While Russian pipeline gas deliveries have plunged since Moscow's full-scale invasion of Ukraine in 2022, the EU increased its imports of Russian LNG last year.

The EU still got 19% of its total gas and LNG supply from Russia in 2024.

If the Commission decides to move ahead with any of the legal tools, it would then propose legislation to do this. That could require approval from the European Parliament and a reinforced majority of EU countries, depending on the type of legal tool proposed.

⚡️A plant for the production of strike UAVs was hit on the territory of the Russian Federation, at a distance of more than 1000 km from the state border of Ukraine

On April 23, 2025, units of the Unmanned Systems Forces of the Armed Forces of Ukraine, in cooperation with other components of the Defense Forces, carried out a fire strike on the production of strike UAVs (Geran-2, Shahed type and others).

The production capacity of the enterprise is about 300 different UAVs per day. It is located in the Yelabuga district of the Republic of Tatarstan (Russian Federation) at a distance of 1054 km from the state border of Ukraine.

Hits and explosions in the area of the target have been confirmed.

At the moment, damage to the UAV final assembly shop is known.

The results of the strike are being clarified.

This strike is a fair response by Ukraine to a Russian strategic military facility that is used to ensure the armed aggression of the Russian Federation against Ukraine and terror against civilians in Ukraine.

Summary

London talks aimed at securing a ceasefire between Ukraine and Russia have been downgraded and will no longer include US Secretary of State Marco Rubio and special envoy Steve Witkoff.

The US state department blamed logistical reasons, but it was clear the decision was last-minute and left the Foreign Office wrongfooted.

Ukrainian President Volodymyr Zelensky has ruled out recognising occupied Crimea as Russian territory, after reports suggested this was being considered by the US and the Kremlin. "Ukraine does not legally recognise the occupation of Crimea. There's nothing to talk about," said Zelensky.

Ukraine's ministry of strategic industries said it was "naïve" to expect Ukraine to change its position on "non-negotiable" issues such as Crimea.

The U.S. expects Ukraine's response Wednesday to a peace framework that includes U.S. recognition of Crimea as part of Russia and unofficial recognition of Russian control of nearly all areas occupied since the 2022 invasion, sources with direct knowledge of the proposal tell Axios.

What Russia gets under Trump's proposal:

  • "De jure" U.S. recognition of Russian control in Crimea.
  • "De-facto recognition" of the Russia's occupation of nearly all of Luhansk oblast and the occupied portions of Donetsk, Kherson and Zaporizhzhia.
  • A promise that Ukraine will not become a member of NATO. The text notes that Ukraine could become part of the European Union.
  • The lifting of sanctions imposed since 2014.
  • Enhanced economic cooperation with the U.S., particularly in the energy and industrial sectors.

What Ukraine gets under Trump's proposal:

  • "A robust security guarantee" involving an ad hoc group of European countries and potentially also like-minded non-European countries. The document is vague in terms of how this peacekeeping operation would function and does not mention any U.S. participation.
  • The return of the small part of Kharkiv oblast Russia has occupied.
  • Unimpeded passage of the Dnieper River, which runs along the front line in parts of southern Ukraine.
  • Compensation and assistance for rebuilding, though the document does not say where the funding will come from.

Whole article is worth a read, as it’s quite short/dense as Axios usually is. For those outside the US, this is an outlet that’s been well sourced in Washington for years.
